Regional Program Manager for Therapeutic Foster Care

Wheat Ridge, CO

One Full-Time Position. 40 to 60 hours per week.

Monday through Friday.

Hiring Range: $75,565.78 - $82,366.70 annually, depending upon education and experience.

Minimum Requirements 

Required:

• Bachelor’s degree in the social or behavioral sciences or higher.

• Two or more years’ experience working in child welfare, in a management role. 

Preferred:

• Master’s degree in the social or behavioral sciences

• A minimum of two years direct experience in the mental health field, or with the I/DD population. 

• Two or more years’ experience with program management, sustainability, and growth.

• Experience managing multiple programs simultaneously.

Position Summary

The Program Manager oversees the Ariel Clinical Services Therapeutic Foster Care and Children’s Habilitation Residential Programs.


Ariel Clinical Services Mission

To provide safe, nurturing, and supportive environments for our persons receiving services so that they may have the opportunities to develop their strengths, maximize their potentials and fully participate in society.


Essential Duties and Responsibilities

1. Responsible for day-to-day operations and supervision of foster care programs.

2. Participate in the preparation of and adherence to the department’s budget.

3. Provide direct supervision of employees within the department supervised by conducting interviews; hiring and training; conducting performance appraisals; and preparing and/or recommending disciplinary action of all employees supervised.

4. Identify service gaps in the community and locate funding to fill those gaps. 

5. Work closely with accounting and ensure billing and funding are accounted for. 

6. Work and communicate effectively with HR, Accounting, and IT. Identify location specific gaps, needs and internal issues, and resolve. Will work closely with Executive and Management teams to resolve issues. 

7. Develop, implement, and maintain Agency wide Standard Operating Procedures for the department supervised as well as ensure compliance with program specific regulations.

8. Promote growth and program development of services for child welfare.

9. Monitor and measure outcomes to assure program effectiveness and client satisfaction.

10. Ensure compliance with professional and ethical standards. Ensure files are audit ready. 

11. Develop relationships and coordinate services with the community and partner agencies.

12. Review, approve and process all referrals and documentation per contract policies. 

13. Recruit, train, and monitor foster parents. 

14. Remain visible, and mentor supervisors regarding creating and expanding program knowledge, resources, and opportunities.

15. Ability to anticipate, conceptualize and communicate the full spectrum of care including industry norms, financial impact of outcomes, and customer service and individual retention goals to employees, providers, and the community.

16. Ensures quality coordinated care that meets the regulatory standards.

Required Knowledge, Skills, and Abilities

9. Strong knowledge of foster care programming, services, funding sources, and regulations for foster care, and knowledgeable of intra-agency programs and community resources.

10. Exercise independent, ethical judgment within the scope and boundaries of the department, the Agency’s Standard Operating Procedures, and Federal, State and Local Rules and Regulations regarding department operations.

11. Ability to review and give feedback regarding case material in a straightforward and concise written manner.

12. Ability to demonstrate regular attendance, and to be a reliable and supportive team member.

13. Ability to always represent Ariel in a professional and respectful manner.


Education and Experience

Required:

• Bachelor’s degree in the social or behavioral sciences or higher.

• Two or more years’ experience working in child welfare, in a management role. 

Preferred:

• Master’s degree in the social or behavioral sciences

• A minimum of two years direct experience in the mental health field, or with the I/DD population. 

• Two or more years’ experience with program management, sustainability, and growth.

• Experience managing multiple programs simultaneously.


Certifications/Licenses

Required: 

1. A Valid Colorado Driver’s License with an acceptable driving record.

2. CPR, First Aid within 60 days of hire.

3. Informed Supervision within 60 days of hire.

4. Safety Care training within 60 days of hire


Supervisory Responsibilities

Supervises the foster care program employees and oversees foster parents.


Physical Demands

1. This position requires that the incumbent be capable of bending, sitting, stretching, and/or reaching regularly for periods up to two hours without a break. 

2. This position requires that the incumbent have adequate hand and finger dexterity to properly perform the functions of the position.

3. At times, physical interventions may be required.

4. This position requires lifting regularly up to 10 pounds and occasionally up to 40 pounds.

5. This position requires the ability to hear, see, smell, and distinguish temperature, at a level which is adequate to ensure persons receiving services and staff health and safety. Adaptive devices are acceptable.

6. This position will require daily driving of up to one hour per day and occasionally up to eight hours per day. 


Work Environment

1. This position can and will be exposed to all environments from quiet to noisy, climate controlled to extreme outdoor heat and cold.

2. Exposure to blood borne pathogens and infectious disease is possible but limited.
