DESC (Downtown Emergency Service Center) is a nonprofit organization working to help people with the complex needs of homelessness, substance use disorders, and serious mental illness achieve their highest potential for health and well-being through comprehensive services, treatment, and housing. JOB DEFINITION:
As DESC continues to grow in size and complexity, the Senior Manager of Data and Analytics will shape and implement DESC’s data collection, reporting, analysis and evaluation efforts, coordinating efforts across all programs. This position will work closely with the Program Leadership and administrative teams to identify and prioritize work and lead a team of analysts. This includes supporting billing analysis, report/dashboard development, and research to provide management with data for use in evaluating program and policy objectives. The data and analytics team is also responsible for Medicaid and other healthcare billing processes and developing validation and auditing tools to support program management.
MAJOR DUTIES AND RESPONSIBILITIES
DATA EVALUATION & ANALYSIS:
- Analyze service and business data to guide the agency’s budget and policy decisions.
- Coordinate work and agency requests with Software Development and Contracts team managers.
- Develop and update web reports and data tracking dashboards.
- Organize and coordinate ad hoc analyses to detect trends, correlations, or any other patterns in service and financial data pertinent to agency operations.
- Work collaboratively on multidisciplinary teams to review and analyze data at an agency-wide level, and to help develop best presentation of the data for consumption across the organization.
- Develop new performance metrics and dashboard system to track contract and outcome requirements, as well as supporting new policy and procedures.
- Conduct performance analysis of programs and suggest system improvement strategies as it relates to client services.
DATA COLLECTION & PROCESS IMPROVEMENT:
- Work collaboratively with the Contracts team, Business Planning Manager, and direct service teams to establish program data requirements and collection methods.
- Assure that key deliverables provide validated and timely information that is understandable and relevant to the business objectives of each project.
- Conduct performance analysis of programs and suggest system improvement strategies as it relates to client services.
- Analyze program performance data to guide the agency’s budget and policy decisions.
- Help develop and maintain a QA/QI program.
- Develop recommendations for adopting new, modified or revised policies and procedures, new performance metrics, or other strategies to address any issues.
- Work collaboratively with our IS department to implement and improve data collection processes around the organization.
- Develop forms and data submission methods to achieve highest possible degree of efficiency.
SUPERVISION:
- Provide direction and supervision of a team of data analysts
- Responsible for overall management of the team, including budgetary oversight and personnel management.
- Prioritize team’s work and focus based on business needs.
- Review work products to ensure quality and consistency of content.
- Conduct scheduled performance reviews.
- Recruit, interview and hire individuals.
OTHER:
- Participate in external agency committees or workgroups.
- Comply with all agency policies and procedures, relevant Washington Administrative Code, RCWs, HIPAA Privacy Rules and King County Behavioral Health Division policies and procedures.
- Attend and participate in relevant team meetings, agency sponsored trainings and all-staff meetings; and
- Other duties as assigned.
MINIMUM QUALIFICATIONS
- Bachelor's degree in quantitative science, computer science, related field, or equivalent experience: advanced degree a plus.
- 4 years' highly relevant paid work and management experience.
- Demonstrable expertise in SQL development, including manually writing complex views and queries.
- Knowledge of health equity and organizational change principles.
- Strong analytical, planning, and data reporting skills.
- Proven ability to influence & gain buy-in at multiple levels and across division of internal and external stakeholders.
- Ability to organize and coordinate work efficiently; prioritize workload, work under pressure with tight timelines and changing priorities.
- Initiative and creativity in problem solving and system development.
- Subscribe to philosophy of cooperation and continuity across programs, and of consideration and respect for clients.
- Appropriate safeguarding and handling of confidential and proprietary information.
PREFERRED QUALIFICATIONS
- Degree in social or behavioral sciences.
- Master's or Doctoral degree in analytic or computer sciences.
- 2+ years of experience as a software developer.
- Experience working in the healthcare field.
- Experience working in administration/coordination in a human services or affordable housing setting.
- Previous experience with non-profit or social service agencies.
- Experience working with individuals who are homeless, mentally ill, and/or use substances.
- Python programming experience.
- Web development experience; HTML, CSS, PHP, JavaScript.
- Experience with Apache or other HTTP servers, GitHub, and Linux.
- Cloud experience (A.W.S, Azure, Google Cloud Platform).
- Experience with object-oriented programming.
- Experience with medical/health information and QA/QI processes.
