Description

EMPLOYEE CLASSIFICATION: This position is classified as exempt, thus, not eligible for overtime compensation.


DEFINITION/PURPOSE

Provide professional analytical support for development activities within the Housing Development Department; to provide financial, operational, and technical support for supervisory staff; and to research, interpret and analyze housing funding regulations. Perform various reporting requirements and ensure compliance for housing construction, wage labor rates, and other funding requirements.


DISTINGUISHING CHARACTERISTICS

This single position management classification is responsible for the preparation of proformas and financial analysis of various development projects, assists supervisory staff in various analytical tasks in the development process and construction/rehabilitation project management, and assist in the development of departmental policies and procedures. Assist the Director of Housing Development in ensuring compliance and regulatory requirements are met. It differs from all other classifications in that it responsible to the Director of Housing Development for financial analysis and compliance.


SUPERVISION RECEIVED AND EXERCISED

  • Operates under the direct supervision and general direction of the Director of Housing Development.
  • The classification normally has no supervisory responsibilities; however, he/she may provide lead direction to clerical staff and, as assigned, supervise specialists within the professional staff.

JOB DUTIES/RESPONSIBILITIES

  1. Provide professional financial analytical support for development and construction/rehabilitation projects within the housing development department including researching, analyzing, and developing financial proformas monitoring compliance and reporting procedures. 
  2. Research and analyze housing regulations and interpret and summarize regulations. Formulate guidelines and/or prepare a variety of reports on mandated regulations. 
  3. Research and assist staff in preparation of grant proposals and funding applications. 
  4. Coordinate with Finance and Procurement departments to facilitate development activities efficiently for all three departments. Create, review, and assess automated reports. 
  5. Provide technical support for supervisory staff. 
  6. Perform project management duties, as required. 
  7. Prepare and present comprehensive technical records and reports. Conduct research and comprehensive data collection efforts to support analysis. 
  8. Participate in a variety of special projects, as assigned, including research of new programs and services. 
  9. Maintain and execute various levels of due diligence activities. 
  10. Construction administration functions, as needed. 
  11. Lead on relocation activities as needed per housing development project. 
  12. Asset management functions to include budget preparation for housing portfolio, as needed 
  13. Maintain historical production and uses of all energy initiatives. 
  14. Take lead on environmental studies, reports, and process, as needed. 
  15. Maintain regular and consistent attendance.


OTHER JOB FUNCTIONS

  1. May act in the role of supervisor in the absence of a supervisor.
  2. May represent the Authority at public meetings and conferences.
  3. Perform related duties as assigned.


Requirements

SPECIAL REQUIREMENTS


KNOWLEDGE OF: Programs, principles, and practices of the development process Finance or Accounting especially of construction projects; Modern research, program analysis, and report writing techniques; Principles and procedures of record keeping; Modern office procedures and methods; Pertinent Federal, State, and local laws, codes, and regulations; Complex computer applications that support data analysis, including project management, database and spreadsheet applications; Concepts and techniques of management and organization; Personnel practices, supervision and administration.


Has the ability to: Conduct financial analysis of development efforts. Interpret contracts and funding, regulations, requirements, and guidelines, as well as Authority policies and procedures. Maintain confidentiality. Analyze, interpret data, and prepare reports. Comprehend and interpret complex rules, regulations, and laws. Organize work and set priorities. Exercise sound independent judgment within established guidelines. Establish and maintain effective working relationships with others contacted in the course of work. Communicate complex ideas clearly and effectively both orally and in writing. Maintain the mental capacity for sound decision-making and the physical capability to perform assigned duties. Operate a personal computer using various Windows-based applications programs.


LICENSE OR CERTIFICATE

Must possess and maintain an applicable California Driver License and a driving record acceptable to the Authority’s insurance carrier.


EDUCATION

Possess a bachelor’s degree from an accredited college or university with a major in business, public administration, social science, or a related field or an associate degree and five (5) years of experience.


Experience – Three (3) years of increasingly responsible experience in performing financial analysis, administrative and analytical tasks utilizing critical thinking to achieve results.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.


WORK ENVIRONMENT

The employee must be able to sit for lengthy periods of time in an indoor office environment. Must climb, stretch, bend, and lift to 25 lbs. Excellent uncorrected hearing and a clear unaccented easily understood voice are required in communicating with the public in person and by telephone. Use keyboard equipment for lengthy periods of time.
