Compensation: $100,000 - $120,000. Base salary commensurate with experience.

Our licensure experience began in 1994, providing the Maryland Board of Nursing a licensing solution and has since evolved to support many regulatory needs, including licensing, permitting, enforcement, inspections, investigations, case management, online payments, public verification, robust reporting, online self-service for applicants and license seekers, and paperless regulatory operations.
For nearly three decades, SA has built a solid track record of demonstrable success, delivering SaaS licensure and compliance solutions to government regulatory agencies. SA is currently supporting state government agencies, licensing boards, and other regulatory operations in 22 states for nearly 800 different professions, occupations, and industries.

About the Role:
Responsible for owning solution requirements from discovery through delivery and independently configuring production-ready applications using our SaaS low-code application platform. This role plays a critical part in translating complex business needs into scalable system solutions by analyzing processes, documenting detailed requirements, and configuring workflows, data models, actions, and user experiences that support business objectives.
A typical day involves leading discussions with stakeholders to develop a deep understanding of client business challenges, defining functional solution designs, and building or refining solutions using the platform’s low-code utilities. This may include independently delivering configured solutions or producing clear, actionable user stories to support solution development. Success in this role requires strong analytical and technical thinking, clear communication with both technical and non-technical audiences, and sound judgment when designing solutions that balance platform capabilities, system constraints, and long-term maintainability.
Key Responsibilities:
- Lead requirements discovery with customers and stakeholders to gather and document detailed business requirements.
- Review and analyze RFP requirements to ensure alignment with business goals and product capabilities.
- Gather and synthesize input from various sources to inform upcoming changes and enhancements to the software platform.
- Develop a strong understanding of the platform, product features, and the needs of user communities.
- Collaborate with cross-functional teams to ensure alignment and successful delivery of product enhancements.
- Participate in and/or lead design sessions with designers, software engineers, and quality assurance analysts.
- Independently configure and deliver solutions using the low-code platform.
- Configure and maintain workflows, data models, business rules, and user experiences with an understanding of downstream impacts.
- Troubleshoot and debug system errors and implement solutions to resolve them
- Participate in agile ceremonies, including sprint planning, daily stand-ups, and retrospectives.
Qualifications
- Bachelor’s degree in Business Administration, Information Technology, or a related field, or equivalent experience.
- 3-4 years of hands-on experience independently delivering business analysis and system configuration work in a production environment.
- Confidently challenge assumptions and recommend alternative solutions.
- Translate ambiguous business needs into concrete, testable requirements.
- Facilitate discussions with minimal direction.
- Strong analytical and problem-solving mindset.
- Excellent verbal and written communication skills.
- Detail-oriented with strong organizational skills.
- Ability to work independently as well as in a team environment.
- Comfortable working under pressure or strict deadlines.

- Familiarity with agile methodologies and product delivery principles.
- Knowledge of user story creation and backlog management.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and experience with business analysis tools.
Preferred
- Experience with software development projects.
- Experience working with low code platforms and workflow automation (MS Power Apps / Logic Apps is a plus)
- Familiarity with tools such as JIRA, Confluence, or similar agile tools.
- Understanding of the software development lifecycle (SDLC).
- Strong customer service orientation and experience working directly with customers.
