Under immediate supervision of Refugee & Immigrant Services & Empowerment (RISE) Outreach Manager, this position coordinates English language services. The Specialist creates and updates curriculum for the RISE classes. The Specialist assists with classes both in the Library and at partner sites. The Specialist works with staff to establish and provide ELL classes at a variety of times during the day and days of the week to offer the community a wide range of services. The Specialist also holds a monthly meeting with English language instructors and compiles the attendance for all language related programs and classes.
This is a full-time exempt position with a starting salary of $50,382, plus excellent benefits.

Monday - Friday: 8:30 am - 5 pm.
Note: Occasional evenings & weekends.

Job Duties (Essential Functions)
Curriculum Development
- Creates and manages all curriculum for new and existing classes.
- Liaises with student-facing representatives of RISE partners.
- Ensures the integrity, consistency, and quality of RISE curriculum and instructor delivery.
- Works with RISE Instructors to ensure and maintain the fidelity of all RISE curriculum.
- Trains RISE Instructors on the delivery of curriculum.
General
- Serves as second in charge in the absence of RISE Outreach Manager by taking initiative to solve issues in the absence of procedure or direction.
- Works with RISE Outreach Manager to develop a menu of responsive and relevant RISE classes.
- Participates in hiring and training of RISE instructor team.
- Serves on the Outreach Stats Team.
- Maintains program records and produces monthly reports on activities.
- Assists RISE Outreach Manager and the Philanthropy team in applying for ongoing grant funding.
- Represents RISE and the Library at events, as needed.
- Keeps current on language acquisition standards and trends through training, workshops, webinars, and outreach.
- Performs other related work and undertake special projects as assigned by supervisor.
Instruction
- Serves as backup instructor.
- Ensures that the classroom is an open, welcoming, and inclusive space.
- Improves overall quality of student outcomes by modeling English communication and providing student feedback.
- Instructs and facilitates use of library resources for English Language Learners.
- Thorough knowledge of principles and practices related to English Language Instruction and curriculum development.
- Excellent English Language Learning instruction experience.
- Experience working with immigrant and refugee populations.
- Strong interpersonal skills, including patience, empathy, and cultural awareness.
- Ability to communicate effectively orally and in writing.
- Proficient technology skills and demonstrated competence in Microsoft Suite.
- Demonstrated ability to take initiative.
- Valid driver’s license and means to travel throughout the service area.
- Ability to speak and understand English is required, additional consideration will be given to individuals that are proficient in any non-English languages used in Jackson County, MO including Spanish, American Sign Language, Vietnamese, French, Arabic, and Swahili.
Required Education and Experience
- Master’s degree in Teaching English as a Second Language (TESOL) or a related field (i.e. M.Ed. in TESOL / ESL, MA in Teaching, and Curriculum & Instruction).
- TESOL, TEFL, CELTA or equivalent certification required.
- Minimum of 3 years' experience in teaching English language coursework to non-native speakers.
- Minimum of 3 years' experience working with refugee and immigrant populations.
- Demonstrated ability to organize work effectively.
- Strong written and oral communication skills and advanced computer skills.
Work Environment
Work is performed at the Library’s North-East location and community partner sites as well as Library Branches throughout the district. Primary workspace is shared with co-workers in an office space within the branch, other work will be performed in a public space amongst staff and patrons from a diverse socio-economic community.
