Position summary:
We are seeking a Product Owner II to join our Platform Team and help translate business needs, platform capabilities, and customer problems into well-defined, high-quality work for our engineering teams.
This role is ideal for someone who has moved beyond entry-level requirements analysis and is ready to independently own a product backlog, collaborate closely with engineers, and ensure consistent delivery of value within an Agile environment.
You will work closely with Product Management, Engineering, and cross-functional partners to ensure platform features are clearly defined, prioritized, and delivered with quality.

System Automation (SA) is a software vendor based in Columbia, Maryland, with a focus on providing systems that support government regulatory management operations.
Founded in the District of Columbia in 1968 and originally contracted to develop and support the US Army recruiting system (contract held for 42 years), SA has since become an industry leader in designing, developing, implementing, and maintaining comprehensive information management applications for government regulatory agencies across the country. For nearly three decades, SA has built a solid track record of demonstrable success, delivering SaaS licensure and compliance solutions to government regulatory agencies. SA is currently supporting state government agencies, licensing boards, and other regulatory operations in 22 states for nearly 800 different professions, occupations, and industries.

Key Responsibilities
Backlog Ownership & Delivery Execution
- Own and manage the product backlog for assigned platform capabilities or components.
- Break down epics and features into clear, well-scoped user stories with acceptance criteria.
- Ensure the backlog is continuously groomed, prioritized, and sprint-ready.
- Partner with engineering to clarify requirements, answer questions, and support implementation throughout the sprint.
- Collaborate with stakeholder groups and make recommendations for prioritization aligned to roadmap objectives.
- Evaluate tradeoffs between technical debt, feature work, and delivery commitments.
- Balance short-term implementation needs with long-term platform integrity.
Agile Team Collaboration
- Serve as the primary product point of contact for the development team.
- Participate actively in sprint planning, backlog refinement, reviews, and retrospectives.
- Assess and adapt processes as necessary based on Agile/SCRUM best practices.
- Support sprint and release goals by ensuring scope is well understood and dependencies are surfaced early.
Product & User Understanding
- Develop a strong understanding of platform users, internal stakeholders, and downstream customer needs.
- Translate high-level product direction into detailed requirements aligned with platform standards and architecture.
- Validate solutions through feedback loops with stakeholders, internal users, partners, and delivery teams.
Cross-Functional Collaboration
- Work closely with product and project teams to align backlog priorities with product strategy and roadmap goals.
- Coordinate with other stakeholders to manage dependencies and ensure consistent platform behavior.
- Partner with QA, UX, and engineering to ensure solutions meet functional and quality expectations.
Quality & Continuous Improvement
- Ensure delivered features meet acceptance criteria and align with intended outcomes.
- Participate in continuous improvement of product ownership practices, templates, and tooling.
- Contribute to documentation of platform behavior, workflows, and product decisions as needed.
Knowledge, Skills, and Abilities
- Strong understanding of Agile and Scrum practices.
- Ability to write clear, actionable user stories and acceptance criteria.
- Excellent communication and collaboration skills, especially with technical teams.
- Strong organizational and prioritization skills.
- Analytical mindset with an understanding of data models, APIs, and workflows.
- Comfort balancing multiple priorities in a fast-paced environment.
Qualifications
- 2–4 years of experience in a Product Owner, Business Analyst, or Requirements Analyst role within a software development environment.
- Experience working directly with engineering teams in an Agile/Scrum setting.
- Bachelor’s degree in a technical, business, or related field (or equivalent experience).
- Experience with SaaS, low-code, or platform-based products preferred.
