Compensation: Salary Range CA, Washington, D.C., NY, MD, NJ, VA: $148,000 - $185,100 per year

All other states: $125,900 - $157,400 per year

Location: Milpitas, CA (Hybrid) or United States (Remote) 

Reports to: Director, National Network for Microelectronics Education

THE ROLE:

We are seeking a mission-driven, technically skilled Sr. Program Manager, Tech Platforms & Program Delivery to lead the ongoing development, integration, and management of digital systems supporting the National Network for Microelectronics Education (NNME). This role will ensure that our platforms from CRM to LMS and data tools cohesively support national workforce development goals.


This individual will oversee platform infrastructure, manage vendor relationships, and implement effective data governance and reporting strategies. They will collaborate with internal and external stakeholders to ensure systems are aligned with our programmatic and strategic objectives, and support the user experience for educators, learners, and partners nationwide.


In addition to platform ownership, this role is accountable for ensuring that technology systems directly enable timely and effective delivery of NNME program workstreams, including node operations, onboarding, reporting cycles, and external evaluation milestones. The Sr. Program Manager plays a critical role in translating program delivery needs into platform priorities and sequencing decisions.


This is a full-time, exempt position which reports to the Director, National Network for Microelectronics Education at SEMI Foundation and is remote anywhere in the US, except if hired in the San Francisco Bay area, which will be a hybrid work model


CORE RESPONSIBILITIES:

Systems Architecture, Configuration & Platform Ownership:

· Own the end-to-end configuration, integration, and evolution of Salesforce, Monday.com, 3rd party platforms, and associated reporting tools supporting NNME

· Define system architecture and sequencing to ensure platforms are implemented in the correct order and at the appropriate maturity level

· Design and maintain cross-platform data flows to support program operations, national reporting, and stakeholder visibility

· Exercise decision-making authority over platform sequencing, configuration priorities, and integration tradeoffs to ensure systems mature in alignment with program needs.

· Recommend and implement adjustments to platform roadmaps in response to evolving delivery, compliance, or evaluation requirements.

· Escalate platform-related risks or constraints that threaten delivery timelines, compliance obligations, or stakeholder confidence.


Vendor, Evaluator, and Partner Management

· Manage day-to-day and strategic relationships with implementation vendors, platform providers, and external evaluators

· Ensure accountability to scope, timelines, deliverables, and budgets

· Coordinate with academic partners, industry stakeholders, and internal teams to align systems with program needs.

· Manage tradeoffs between evaluator requirements, operational feasibility, and technical constraints


Program Delivery Enablement & Accountability

· Lead planning and execution of complex, multi-vendor technology and data initiatives

· Maintain visibility into cross-platform dependencies and their impact on reporting, compliance, and program delivery milestones.

· Develop and recommend mitigation strategies to address technical, operational, or vendor-related risks.

· Ensure technology platforms actively support execution of NNME program workstreams, including regional node operations, partner onboarding, data collection, and reporting timelines.

· Partner with program leadership to align platform readiness with delivery milestones, identifying and resolving system-related constraints that could delay program outcomes.

· Own delivery timelines where platform configuration, integration, or data readiness is a critical dependency.


Data Strategy, Governance, and Reporting

· Design and maintain systems that support federal reporting requirements, external evaluation needs, and audit readiness, including alignment with NSF expectations and evaluator data protocols.

· Partner with internal and external evaluators to ensure data structures, access models, and reporting outputs meet evaluation and compliance standards.

· Design and maintain KPI frameworks, metric definitions, and roll-up logic across hubs, nodes, and performers

· Translate program goals, logic models, evaluator inputs, and funding requirements into executable data models

· Develop dashboards and reporting views that support decision-making, compliance, and external reporting

· Develop and support training, documentation, and enablement strategies to drive consistent and effective platform use.


WHAT SUCCESS LOOKS LIKE:

· Core platforms are stable, integrated, and actively enabling NNME program delivery and reporting.

· Program teams, nodes, and partners are consistently using systems as intended, with clear governance and minimal workarounds.

· Platform readiness aligns with federal reporting cycles, evaluation milestones, and program expansion needs.

· Risks and dependencies are identified early, communicated clearly, and addressed proactively.


KNOWLEDGE OR EXPERIENCE:

Required:

· 5–8 years of experience in digital systems/platform management, program operations, and vendor oversight

· Strong project management skills and a track record of leading cross-functional tech initiatives

· Experience with Salesforce CRM, LMS platforms, and integration of third-party tools

· Proficient in data analytics and visualization tools such as Tableau, Power BI, or similar

· Proficiency in data extraction, data analytics, and visualization tools, with experience using SQL, Tableau, Power BI, Looker, R, Python, etc.


Preferred

· Familiarity with workforce development, education, or nonprofit environments

· Experience working in or with the semiconductor/microelectronics sector

· PMP certification or Salesforce Administrator Certification

· Experience in the microelectronics / semiconductor industry
