About the SEMI Foundation
The SEMI Foundation is a 501(c)(3) nonprofit organization dedicated to expanding access to careers in the microelectronics industry and supporting a strong, diverse workforce pipeline. As part of this mission, the Foundation serves as the Operating Hub for the National Network for Microelectronics Education (NNME), a federally supported initiative connecting education, workforce, and industry partners across the United States.
Position Summary
The Contracts & Compliance Administrator supports the implementation and operational compliance of the National Network for Microelectronics Education (NNME), a federally funded workforce development initiative supported through an Other Transaction (OT) Agreement with the U.S. National Science Foundation.
This role administers NNME contracts and subawards, coordinates with regional program partners (“Nodes”), and supports federal compliance, reporting, and fiscal oversight requirements. The position focuses on ensuring NNME activities are documented, monitored, and executed in accordance with OT Agreement requirements and federal grant regulations, including Uniform Guidance (2 CFR 200).
The role emphasizes program operations, subrecipient monitoring, documentation management, and compliance oversight within a federally funded workforce initiative. The position will also provide limited support for other SEMI Foundation grants and programs as needed.
Key Responsibilities
Federal Program Contract Administration
· Administer NNME agreements, subawards, and scopes of work throughout the contract lifecycle (intake through closeout)
· Coordinate contract execution with NNME regional nodes and internal SEMI Foundation stakeholders
· Maintain complete and accurate contract documentation and audit-ready files
· Track deliverables, reporting deadlines, and contractual obligations
Subrecipient Monitoring & Fiscal Oversight
· Conduct subrecipient monitoring activities consistent with federal requirements
· Review invoices and supporting documentation for allowability and alignment with approved budgets
· Track expenditures, budgets, and remaining balances
· Identify compliance risks and escalate issues appropriately
· Assist with contract amendments and close-out documentation
Federal Compliance & Reporting
· Support compliance with OT Agreement terms and federal grant requirements (including 2 CFR 200 or comparable state regulations)
· Coordinate data collection from NNME regional nodes for federal reporting
· Monitor reporting requirements and ensure timely submissions
· Support internal and external audits
· Assist in development of program compliance procedures and documentation standards
Program Operations & Node Coordination
· Serve as a primary administrative contact for NNME nodes regarding contracting and reporting requirements
· Provide guidance to partners on documentation, invoicing, and reporting expectations
· Develop templates, tracking systems, and administrative processes for NNME operations
Additional Foundation Grant Support
Adapt and scale your expertise in contract drafting, subrecipient monitoring, and compliance reviews to support a variety of other Foundation grants and special projects as organizational needs evolve.
Required Qualifications
· 3+ years of experience in contract administration, grant administration, program operations, or compliance oversight
· Experience working with federally funded programs, grants, cooperative agreements, or similar funding structures
· Familiarity with subrecipient monitoring and documentation requirements
· Strong organizational and documentation management skills
· Ability to interpret program requirements and translate them into operational processes
· Strong written and verbal communication skills
· Proficiency with Microsoft Office and data tracking systems
Preferred Qualifications
· Experience supporting federally funded workforce development, education, or nonprofit programs
· Familiarity with Other Transaction (OT) Agreements
· Working knowledge of Uniform Guidance (2 CFR 200)
· Experience coordinating multi-partner programs or consortium-based initiatives
· Experience supporting audits, reporting, or compliance monitoring
