Position: Assessment & Psychometric Services Analyst

Location: Springfield, VA

Clearance: Active TS/SCI


Overview:

To secure an award, we are recruiting a highly specialized Assessment and Compliance Analyst to oversee the legal defensibility, ethical standards, and psychometric integrity of NGA employee selection and certification programs.  This role serves as the primary advisor on risk mitigation related to testing instruments and ensures compliance with third-party accrediting bodies, including the Institute for Credentialing Excellence and the National Commission for Certifying Agencies.  The ideal candidate possesses deep expertise in constructing legally defensible test instruments and facilitating complex psychometric workshops.

The Assessment Analyst drives data-informed decision-making, process improvement, and strategic alignment that directly supports NGA’s ability to deliver timely and accurate GEOINT capabilities.

What You’ll Do:

Approach work with a strategic, analytical, and mission-focused mindset. Collaborate with government stakeholders to refine and document business requirements, clarify operational objectives, and assess organizational performance. Apply data analytics and business analysis techniques to identify inefficiencies, evaluate risks, and recommend solutions that improve processes, compliance, and mission outcomes. Lead or support process improvement initiatives, performance assessments, and strategic planning efforts. Develop briefings, reports, and decision support materials for senior leadership. Serve as an action officer as required, coordinating tasks, tracking progress, and ensuring deliverables are completed accurately and on schedule in alignment with NGA priorities.


Responsibilities include, but not limited to:

  • Provide expert advice, recommendations, and support regarding certification development
  • Contributes to all tasks supporting the development, maintenance, and sustainment of the NGA Certification Program in accordance with the references highlighted in draft DoD Manual 3305.10. 
  • Develops and maintains GEOINT Certifications that will achieve NCCA accreditation by:
  1. Utilizes accepted academic and industry standards to develop, analyze, assess, and modify high stake examinations such as certifications.
  2. Recommend, defend, and justify provisional and operational cut scores for GEOINT assessments.
  3. Continuously monitor GEOINT certification performance (overall and items level) to ensure that the assessments/certifications are performed as intended.
  4. Train and lead GEOINT subject matter experts in developing test questions appropriate for the proficiency level to be assessed and assemble a pilot test.
  5. Facilitate and conduct a standard setting panel to develop a provisional cut score for the assessment, assist pilot planning and execution.
  6. Analyze and use test results and SME feedback to develop operational assessment.
  7. Draft technical reports detailing industry standard processes used in the development of GEOINT certification assessments.
  8. Support accreditation package development.
Requirements
  • Master’s degree in industrial-Organizational Psychology which cannot be substituted for work experience.
  • 3 years demonstrated experience advising clients of ethical and legal standards and risks related to employee selection and psychometric assessment.
  • 3 years demonstrated experience developing and maintaining compliance with third-party bodies such as the Institute for Credentialing Excellence and National Commission for Certifying Agencies. 
  • 3 years demonstrated experience designing and constructing legally defensible test instruments to include: Subject Matter Expert training, Item Development workshop facilitation, Standard-Setting Panel administration.

Security Clearance Requirements:

  • This position requires you to have an active TS/SCI Clearance. A government background investigation will be conducted on selected applicants to determine whether they qualify for access to classified information.
