Information Systems Solutions (ISS) is seeking a Lead Telecommunications/Network Infrastructure Engineer with strong expertise in physical network infrastructure and enterprise networking across Layers 1–4. This role is heavily focused on leading and directing teams of physical infrastructure technicians supporting Inside Plant (ISP) and Outside Plant (OSP) environments within NIWC PAC. The ideal candidate is equally comfortable supervising large-scale cabling efforts and designing secure VLAN and routing architectures that support mission-critical systems.
100% onsite.
Specific duties include, but are not limited to the following:
Core Responsibilities
Physical Infrastructure Leadership (Primary Focus)
• Lead, coordinate, and provide technical direction to teams of ISP and OSP cable technicians.
• Plan and oversee structured cabling projects including fiber backbone, copper distribution, and pathway design.
• Develop installation standards for racks, patch panels, fiber enclosures, and cable management systems.
• Validate proper termination, labeling, certification, and documentation of copper and fiber installations.
• Oversee testing using OTDR, fiber certification tools, and copper cable analyzers.
• Review and approve as-built drawings, cable schedules, and infrastructure diagrams.
• Ensure compliance with Navy facility standards, NEC codes, and DoD security requirements.
• Coordinate outage windows, cutovers, and infrastructure upgrades with minimal mission disruption.
• Provide daily tasking, quality assurance oversight, and performance accountability for cabling teams.
Network Engineering (Layer 2–4)
• Design and implement VLAN architectures and network segmentation strategies.
• Configure trunking, spanning tree, and Layer 2 switching technologies.
• Implement IP addressing schemes, subnetting, and Layer 3 routing configurations.
• Troubleshoot across OSI Layers 1–4, correlating physical faults with logical network behavior.
• Configure and support routing protocols, ACLs, QoS, and secure traffic flows.
• Perform network performance analysis and capacity planning aligned with infrastructure growth.
Operational & Compliance Oversight
• Serve as the primary technical authority for physical and logical network infrastructure issues.
• Ensure all installations and configurations comply with DISA STIGs and RMF controls.
• Support vulnerability remediation and secure configuration baselines.
• Coordinate change management activities and maintain accurate infrastructure documentation.
• Support incident response and root cause analysis related to physical or network-layer failures.
