Description

The Vice President of IT s responsible for leading the delivery of reliable, secure technology services that support the organization’s libraries, municipal partners, and internal operations.

Working closely with the Chief Information Officer and executive leadership team, the VP of Technology Services oversees the organization’s IT operations while serving as a trusted technology advisor to library directors and municipal stakeholders. This role combines technology leadership, operational oversight, and client engagement, ensuring that technology services remain dependable, secure, and aligned with the real-world needs of public library systems.

The VP leads the organization’s IT function through a team of technology professionals and operational leaders, ensuring strong service delivery, operational accountability, and continuous improvement across infrastructure, systems, and support services.

A key aspect of the role is building trusted relationships with more than 30 library directors and numerous municipal partners, helping them navigate technology decisions and ensuring their library systems are supported by stable and secure technology environments.

Success in this role depends as much on relationship-building and trust with our library partners as it does on technical expertise.

The VP of Technology Services works closely with the CIO, CFO, and executive leadership team to ensure technology operations support the organization’s strategic goals while maintaining the reliability and security required in municipal and public-sector environments.

Responsibilities:  

Library & Municipal Partnerships

· Build and maintain strong relationships with library directors, municipal leaders, and local IT teams, serving as a trusted technology advisor.

· Participate in client meetings and strategic discussions regarding technology needs, planning, and operational improvements.

· Understand the operational challenges of library environments and provide practical technology guidance.

· Communicate technical concepts clearly and effectively to non-technical stakeholders.

· Support leadership and business development teams during client proposals, contract discussions, and technology planning.

Technology Operations & Service Delivery

· Provide leadership and direction for the organization’s IT operations, infrastructure, and support services.

· Lead and mentor IT managers and technical staff, fostering a culture of accountability, responsiveness, and service excellence.

· Ensure systems supporting library operations remain stable, secure, and highly reliable.

· Establish operational standards, processes, and performance expectations for IT service delivery.

· Improve service delivery processes including incident response, monitoring, and operational support.

· Ensure effective documentation, standards, and operational procedures across the technology environment.

Security & Risk Management

· Maintain a strong cybersecurity posture across all organizational systems and services.

· Oversee security policies, risk management practices, and incident response procedures.

· Ensure systems meet appropriate security, privacy, and compliance expectations, particularly within municipal and public-sector environments.

· Promote security awareness and responsible technology practices across the organization.

Technology Planning & Strategic Initiatives

· Partner with the CIO to guide the evolution of the organization’s technology infrastructure and operational platforms.

· Evaluate tools, platforms, and infrastructure supporting library services to ensure they remain practical, maintainable, and cost-effective.

· Oversee major technology initiatives and operational projects that support library services and internal operations.

· Stay informed about technology trends affecting public libraries, municipal environments, and community services.

Vendor & Technology Partner Management

· Manage relationships with technology vendors and service providers.

· Evaluate vendor solutions supporting library systems and municipal environments.

· Negotiate and manage vendor contracts to ensure reliable and cost-effective services.


What Success Looks Like in the First 12 Months

Success in this role will be defined by the Vice President’s ability to strengthen trust with library and municipal partners while ensuring the reliability and security of the organization’s technology services.

During the first year, the VP of Technology Services will:

Build Trusted Relationships

· Establish strong working relationships with library directors, municipal partners, and internal leadership.

· Become a trusted advisor who understands the operational realities of public library environments.

Strengthen Technology Operations

· Evaluate the organization’s IT infrastructure, service delivery processes, and operational effectiveness.

· Identify and implement improvements that increase reliability, service quality, and operational efficiency.

Ensure Stability and Security

· Maintain dependable technology services supporting library operations across all locations.

· Strengthen cybersecurity practices, policies, and operational risk management where needed.

Lead High-Impact Initiatives

· Oversee key technology projects that improve operational capabilities and support library services.

· Ensure technology initiatives are delivered effectively and aligned with organizational priorities.

Support Organizational Growth

· Collaborate with executive leadership and business development teams to support technology discussions during client engagements and new opportunities.

· Help reinforce the organization’s reputation as a trusted technology partner for municipal library systems.

Requirements

Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, or a related field (or equivalent experience).
  • 10+ years of progressive IT leadership experience including responsibility for operational technology environments and managing technical teams.
  • Experience working with municipal organizations, public institutions, libraries, or multi-location operational environments strongly preferred.
  • Strong understanding of IT infrastructure, networking, cloud services, and cybersecurity practices.
  • Demonstrated ability to work effectively with non-technical stakeholders and executive leadership.
  • Excellent communication, relationship-building, and organizational skills.
  • Ability to balance operational reliability, client needs, and organizational priorities.
