Supervisor – OSP Design Engineering

Description

The Supervisor – OSP Design Engineering leads and oversees the OSP Design Engineering function responsible for the preparation, quality, and delivery of FTTX network designs from initial design through project closeout. This role supervises OSP Design Engineers and/or engineering contractors, ensures design quality and cost accuracy, and serves as the escalation point for complex design, ROW, and constructability issues. 


The Supervisor partners closely with Engineering contractors, Construction, Permitting, and Project Management to ensure network designs support on-time, on-budget deployment. 


Key Responsibilities 

  • Team Leadership and Supervision 
  • Supervise, coach, and develop OSP Design Engineers and/or contract design resources. 
  • Assign and prioritize design workloads to meet project schedules and milestones. 
  • Enforce established design standards, quality expectations, and performance goals. 
  • Conduct performance reviews and provide ongoing feedback and technical guidance. 
  • Serve as the escalation point for complex or high-risk design issues. 

OSP Design Oversight and Quality Control 

  • Oversee the design and implementation of OSP facilities, including coordination of automated designs and field survey data. 
  • Ensure quality control of FTTX and MDU designs produced by internal staff and engineering contractors. 
  • Confirm designs comply with established engineering standards, constructability requirements, and company parameters. 
  • Review and approve change orders, OSP additions, and design revisions as required. 

Cost Estimation and Constructability 

  • Oversee development of construction and cost estimates related to outside plant designs. 
  • Ensure designs are optimized for constructability, cost control, and schedule adherence. 
  • Identify design risks or conflicts that could impact construction, permitting, or budgets and drive resolution

Cross Functional Collaboration 

  • Work closely with Engineering contractors, Construction, Permitting, and Project Management to align designs with deployment schedules. 
  • Support resolution of ROW, jurisdictional, and landowner-related design constraints. 
  • Provide design guidance to support permitting approvals and construction execution.

Tools, Systems, and Standards 

  • Ensure effective use of CAD and design systems, including AutoCAD, QGIS, and other applicable tools. 
  • Maintain and enforce design documentation standards and version control. 
  • Support continuous improvement of design workflows, tools, and engineering standards.

Required Knowledge, Skills, and Abilities 

  • Strong working knowledge of FTTH network architectures, including centralized and distributed split designs. 
  • Extensive understanding of OSP facilities construction and application standards. 
  • Proven ability to interpret and review aerial and underground cable placement, splicing, and construction drawings. 
  • Working knowledge of MDU design and construction practices. 
  • Understanding of RightofWay acquisition, laws, and coordination with State DOT, County, City, and Railroad entities. 
  • Strong organizational, time management, and problem-solving skills. 
  • Proficiency with Microsoft Office, Adobe Acrobat, Google Earth, QGIS, and AutoCAD.

Education and Experience 

  • High school diploma required; college degree or formal OSP engineering training preferred. 
  • Minimum of five (5) years of experience in Outside Plant Engineering. 
  • Prior experience leading, mentoring, or overseeing engineers or design resources strongly preferred.
