Sr. Technical Advisor of Rural & Community Economic Development
Pay:
$70k - $80k annually
Location:
Remote (with the ability to travel up to 25%)
We are seeking a Senior Technical Advisor with experience in rural and community development. You will serve as a technical advisor, ensuring that federal resources translate into tangible community impact for the Office of Community Services (OCS) and the Division of Community Discretionary and Demonstration Programs (DCDDP).
This position is contingent upon future grant-monitoring projects.

Key Responsibilities
- Analyze program data to identify barriers to community success and ensure that Community Economic Development (CED) and Rural Community Development (RCD) initiatives are resulting in sustainable job growth and long-term economic stability.
- Provide technical assistance to grant recipients, helping them navigate the complex logistics of rural water and wastewater management and the strategic planning required to launch and maintain community-based businesses.
- Conduct policy and program research, evaluation studies, and performance measurements.
- Assist in reviewing active grants and conducting risk assessments to determine who should be monitored.
- Provide policy development support and assist in obtaining OMB clearance for certain documents.
- Provide expert guidance in Community Economic Development (CED) or Rural Community Development (RCD) as required.
- Ensure every technical solution leads to long-term community independence, from helping a rural town launch a sustainable small business to solving the complex engineering hurdles of delivering clean water to remote populations.
Requirements
- Must have a minimum of 3 years conducting policy and program research, data analysis, evaluation studies, or providing technical assistance to clients.
- At least 1 year in a senior management position or administration of policy/program assessments and evaluation design.
- Proven experience in rural infrastructure project management or economic development consulting.
- Bachelor’s degree in a relevant field (Social Work, Public Policy, Finance, etc.); Master’s degree preferred.
