Description

General Description of the Position:


The HR Director is responsible for leading the day-to-day operations of Human Resources across all programs, with a strong emphasis on benefits administration, leave management, ADA/FEHA accommodations, and ACA compliance and reporting.

This role requires a detail-oriented and strategic HR professional who can manage complex HR programs while ensuring compliance with California labor laws, federal regulations, and healthcare accreditation standards.

The HR Director reports directly to the Senior HR Director and serves as a key operational leader within the HR function.


Essential Functions:


1. Benefits Administration

  • Administer all employee benefit programs (medical, dental, vision, ancillary benefits)
  • Lead and coordinate annual open enrollment
  • Manage benefit eligibility, enrollments, and qualifying life events
  • Conduct benefits billing reconciliation and audits
  • Serve as primary liaison with brokers and vendors
  • Provide guidance and support to employees regarding benefits

2. Leave of Absence & ADA/FEHA Accommodation Administration

  • Administer and track all employee leaves, including:

              a. FMLA / CFRA

              b. Pregnancy Disability Leave (PDL)

              c. Baby Bonding Leave

              d. Military Leave (as applicable)

  • Manage and document the interactive process under ADA and California FEHA
  • Coordinate reasonable accommodations and medical documentation
  • Ensure compliant tracking and documentation of all leave and accommodation requests
  • Oversee return-to-work processes, including fitness-for duty requirements

3. ACA Compliance & Reporting

  • Oversee ACA tracking, measurement, and compliance processes
  • Prepare and manage 1095-C reporting
  • Monitor employee eligibility and hours for ACA compliance
  • Conduct audits to ensure data accuracy and regulatory compliance

4. Workers Compensation Administration

  • Oversee injury reporting and claims coordination
  • Partner with insurance carriers and adjusters
  • Track claims and ensure proper documentation
  • Coordinate modified duty and return-to-work processes

5. Performance Management Administration

  • Administer company-wide performance evaluation processes
  • Review and approve evaluations for consistency and compliance
  • Track completion and provide guidance to managers

6. HR Operations & Compliance

  • Lead daily HR operations and workflows
  • Supervise HR team members
  • Ensure compliance with:

          a. California labor code

          b. Federal employment laws (including ADA)

          c. California FEHA requirements

          d. Joint Commission standards

          e. DHCS / DSS workforce requirements

  • Maintain accurate HR records and support compliance audits

7. Recruitment & Onboarding Oversight

  • Oversee hiring processes and onboarding workflows
  • Ensure compliance with pre-employment requirements

8. Payroll & HRIS Oversight

  • Support payroll operations and timekeeping compliance
  • Oversee HRIS administration (Paylocity preferred)
  • Monitor PTO and pay-roll related compliance issues

Additional Functions: 


1. Performs other duties as may be assigned.

2. Follows and supports TPEG policies and procedures.

3. Works collaboratively and cooperatively with internal and external partners.

4. Represents TPEG, Inc., by embodying the mission, vision and values of the organization.

5. Travels occasionally during the workday and on occasional overnight stay. (Compensation for mileage, food and lodging provided.)

6. Maintains regular attendance at work and company activities and demonstrates punctuality regarding deadlines.

7. Displays creativity and vision in recommending new tactics and strategies.

8. Expands and updates job knowledge through educational opportunities and professional learning.

Requirements

 Minimum Qualifications:


1. EDUCATION: Bachelors Degree in Human Resources, Business Administration, or related field required 

2. Related Experience: Minimum of 7 years of Human Resources management experience 

3. Other Experience / Skills Required:

  • Demonstrates expertise in Benefits administrations, Leave of absence administration (FMLA, CFRA, PDL), ADA/FEHA accommodation and interactive process management, ACA compliance and 1095 reporting.
  • Strong knowledge of California employment law and regulations.
  •  Experience working with culturally diverse individuals and communities or have otherwise demonstrated a commitment to strengthening engagement of a diverse community and skill in communicating with diverse populations 
  • Familiarity with equity and/or diversity initiatives within an organization.
  • Written and oral communication skills sufficient to perform essential functions.
  • Demonstrated ability to make decisions independently and use initiative to accomplish complex assignments with general instruction and guidance.
  • Demonstrated ability to exercise judgment and integrity on the job with confidentiality, tact, and diplomacy.
  • Demonstrated ability to organize time and other resources to perform multiple tasks.

  • Valid Driver's License


Preferred Qualifications: 


1. Proficient in English Language

2. Proficient communicator

3. Experience in behavioral health or healthcare environments

4. Experience with Paylocity or similar HRIS systems

5. Multi-site or multi-program HR experience

6. Familiarity with Joint Commission, DHCS, or DSS standards


Working Conditions:


1. Work settings vary from offices, program sites, and stakeholder locations
