Health Care Without Harm seeks to transform health care worldwide so the sector reduces its environmental footprint and becomes a community anchor for sustainability and leader in the global movement for environmental health and justice. Working closely with Health Care Without Harm, Practice Greenhealth is the leading sustainable health care organization, delivering environmental solutions to more than 1,700 hospitals and health systems in the United States and Canada.
Global Green and Healthy Hospitals (GGHH) is an international network of hospitals, health care facilities, health systems, and health organizations dedicated to reducing their environmental footprint and promoting public and environmental health.
Since its launch in 2011, the network has grown to include more than 2,300 members in 88 countries who represent the interests of over 70,000 hospitals and health centers. Ranging from small, rural health clinics to large health systems and ministries of health, GGHH members are as diverse as they are numerous. They are using innovation, ingenuity, and investment to transform the health sector and foster a healthy, sustainable future.

Project Description
Health Care Without Harm (HCWH) is seeking a qualified agency to guide the development and design of a strategic engagement and communications campaign and launch of the new Global Green and Healthy Hospitals (GGHH) framework and membership model. This initiative marks a pivotal evolution for the GGHH network, moving from a decade of foundational growth toward a new era of "Impact-Driven Transformation".
Timed to coincide with the 15th Anniversary of GGHH, the campaign will serve as the primary vehicle to engage our over 2,000 existing members to a more focused framework centered on climate resilience and plastics reduction and a new model with more stringent requirements and expectations.
Background
This campaign is a fundamental component of the HCWH International Network’s Strategic Plan (2024–2028) —the network’s first co-created global roadmap. After 28 years of global advocacy and 12 years of GGHH network growth, we have learned that while our reach is extensive and has been impactful, we must now focus on high-priority and high-impact areas to meet the escalating planetary crisis. These are climate change and plastic pollution. GGHH is centrally positioned in the strategic plan as one of the main strategic vehicles through which we can address and advance action on these issue areas with health care institutions on the ground.
The GGHH network operates through a decentralized, collaborative model that leverages the unique strengths of the HCWH international network of organizations across the world. While the global team coordinates and provides technical resources, the regional offices and partners, who are members of the international HCWH network, are the implementers of the network and serve as the vital frontline for member engagement.
As the primary point of contact, these implementing partners are responsible for actively reaching out to, educating, and convening members within their specific geographical locations to secure alignment with the network’s goals. They act as local anchors, ensuring that global sustainability ambitions are translated into effective, locally-rooted action. This coordinated structure allows GGHH to maintain a unified global vision while remaining flexible and responsive to the distinct environmental contexts of the more than 80 countries where it is present.
Overarching Goals
The overarching purpose of this RFP is to secure professional expertise in strategic campaigning, network engagement, and communications to ensure the successful global launch of the new GGHH framework and membership model to engage our members to recommit to the next chapter of our work together and our new priority focus areas.
HCWH aims to:
- Galvanize the Network: Transform a technical membership update into a celebratory, mission-driven moment that honors 15 years of foundation-building while setting a new standard and journey for the next chapter.
- Transition the Global Network: Design a seamless journey that encourages existing members to align with the network's updated thematic priorities.
Deliverables
The final product required is a comprehensive campaign and communications strategy and implementation guide designed to garner member engagement and recommitment during the launch of the new GGHH framework and membership model. This blueprint will serve as the strategic foundation for the network's next chapter, transitioning members toward the heightened ambitions of the 2024-2028 Strategic Plan. While the selected agency will provide the creative vision and tactical roadmap, the Health Care Without Harm’s Global Team and our international network member organizations will manage the execution and implementation.
By the end of the project, the selected agency must provide the creative concept, strategic logic, and key messaging, coupled with tactical pillars across priority audiences and channels; an implementation plan; a timeline; and success indicators (KPIs).
- Campaign Strategy & Narrative
- Communications and marketing strategy: Design a strategy for the launch of the new GGHH framework and the member recommitment campaign, in the context of the network's 15th anniversary. It should also include a unifying creative concept, key messaging, a phased approach, tactical pillars across priority channels, an implementation plan, timeline, and success indicators (KPIs).
- Narrative blueprint and storytelling arc: Provide a strong conceptual narrative to ensure the message is engaging, consistent, and adaptable across audiences and channels.
- Campaign architecture
- Omnichannel Messaging Blueprint: Clear messages for positioning, engagement, and recommitment, and a consistency guide for digital platforms (website, social media, newsletters) and virtual event scripts for the Global Launch.
- Segmentation & Journey Mapping: Audience mapping and segmentation (differentiating external audiences and members, with multilevel segmentation and both global and regional perspectives); and communications flows and audience journeys from awareness to action.
- Movement Building & Regional Support
- "Global United, Locally Rooted" Toolkit: A strategic guide for HCWH’s implementing partners to localize the campaign while maintaining a unified global vision.
- Participatory Mechanism Design: Channels for members to share their "on-the-ground" experiences, contributions, and stories, ensuring they are actively shaping the movement as co-creators.
- High-Production Content & Visual Assets
- Visual identity system: Overarching look and feel aligned with the GGHH brand, applicable across digital formats (social media, web, email, video, and documents), with specific print adaptations.
- Signature Collateral: Professional design of the "New Commitment Package" and technical infographics of framework priorities.
- Production of campaign assets: Based on the approved strategy, production of campaign assets, including performing all aspects of content, graphic design, and video editing. Videos may incorporate audiovisual resources such as archival footage, stock imagery, illustration, or motion graphics.
- Asset Templates: A suite of adaptable posters, social cards, and banners for local adaptation by member organizations of the HCWH international network.
Notes:
- HCWH is open to exploring additional strategic concepts or plans proposed by the agency that may not be explicitly covered in this RFP; please note that expenses for such additional creative assets or services would be covered separately and must be discussed and approved prior to any commitment.
- All core promotional materials and visual collateral must be provided in English and Spanish to support our network. If the agency doesn’t have in-house Spanish translation and localization expertise, HCWH will commission this service separately and provide the Spanish text for incorporation into the assets.
Reporting & Check-Ins
This will include a series of virtual check-in calls, including but not limited to:
- Orientation to the project and work done to date.
- Discussing the approach to the project.
- Mid-project check-in and review call
- Final deliverable review call
Process, Timeline, and Budget
The agency will work with a core team from Health Care Without Harm to complete the project by July 31, 2026.
Phase 1: Discovery & Concepting
Duration: Weeks 1–2 (May 2026)
Key Activities: GGHH team shares strategic vision, organizational structure, network architecture, audience profiles, and performance analytics with the agency to facilitate the discovery process.
Deliverables/Milestones: Orientation Package Complete
Phase 2: Strategy & Narrative Development
Duration: Weeks 3–4 (May/June 2026)
Key Activities: Agency analyzes information and develops the core strategic narrative and initial creative concept.
Deliverables/Milestones: Narrative Arc and Initial Concept Note (for Team Discussion)
Phase 3: Strategy Approval & Structural Design
Duration: Weeks 5–8 (June 2026)
Key Activities: Agency finalizes the campaign structure and detailed activity plan following approval of the narrative and concept.
Deliverables/Milestones: Comprehensive Campaign Strategy Structure, Implementation Roadmap, Movement Building Frameworks
Phase 4: Final Deliverables & Asset Production
Duration: Weeks 9–12 (July 2026)
Key Activities: Agency is invited to provide visual assets. Production of content, design of signature collateral, and creation of asset templates.
Deliverables/Milestones: Final Implementation Blueprint, All Creative Briefs Accepted, High-Production Content & Visual Assets Complete
Project Completion: July 31, 2026
Key Activities: Final deliverable review call and submission of the Comprehensive GGHH Recommitment Campaign Strategy and Implementation Blueprint.

Qualifications
The ideal agency will have the following qualifications:
- Global & Multi-Cultural Network Experience
- International Campaign Management: Proven track record of designing and managing complex, multi-regional campaigns for international networks or global NGOs.
- Cultural Adaptation & Localization: Demonstrated ability to create "Global United, Locally Rooted" strategies that allow for cultural nuances across diverse geographies (e.g., Latin America, Southeast Asia, Europe, Africa).
- Strategic Communication & Sector Expertise
- Health Sector Familiarity (Preferred): Experience working with healthcare institutions and the sector at large
- Climate & Sustainability Narrative Design (Preferred): Ability to translate technical environmental issues (mitigation, adaptation, plastics) into engaging, mission-driven narratives for diverse audiences.
- Behavioral Change & Marketing: Experience engaging networks and member based organizations through strategic marketing and communications
- Technical Production & Creative Excellence
- High-End Multimedia Production: Portfolio demonstrating professional-grade video editing and high-impact graphic design/infographics.
- Adaptive Partnership & Advisory
- Strategic Advisory Capability: Proven ability to act as a thought-partner in "grey areas," offering rapid, strategic shifts in response to emerging global contexts or local feedback.
- Collaborative Design Approach: Experience working in a "partnered research/design" model where the agency provides the blueprint for internal teams to execute.
Submission Guidelines
Please submit your proposal no later than April 6, 2026 to contracts@hcwh.org. Your submission must include:
- Names and curriculum vitae of individuals who will be involved in completing the services.
- Qualifications – why and how you are best-suited to meet the deliverables. This should include an explanation of your qualifications for this work, past examples of similar work (including a list of former clients for similar services if able), and qualifications of key personnel who will be involved. Please include any relevant licenses, certifications, etc.
- A completed conflict of interest form.
- A written declaration that you can agree to the general terms and conditions included in this RFP.
- Health Care Without Harm supports positive efforts to utilize small businesses, minority-owned firms, women’s business enterprises, and Labor Surplus Area firms. Also, since HCWH is a US-based organization working globally, we also encourage vendors from other countries to apply (especially from the Global South). Please indicate whether or not you fall within one or more of these categories.
- A proposed methodology and timeline for how you plan to meet the deliverables, with documentation of the development process, milestones, assumptions and expectations of HCWH staff.
- A cost breakdown of this work, including a list of any staff that would be assigned to the project, their roles, and any subcontractors you plan to employ.
- A timeframe of validity of your proposal (must be at least 60 days).
Criteria for the Assessment of Proposal
- The expertise of the proposal and the experience of the organization and key personnel indicated in the proposal.
- Methodology, its appropriateness to the conditions and timeline outlined in the RFP.
- Financial considerations.
- HCWH is not willing to award the contract to more than one service provider.

General Terms and Conditions for Bidders
Other terms and conditions will be included in an awarded contract
- Contracts shall be made only with responsible contractors who possess the potential ability to perform successfully under the terms and conditions of the proposed procurement. Consideration shall be given to such matters as contractor integrity, record of past performance, financial and technical resources or accessibility to other necessary resources. In certain circumstances, contracts with certain parties are restricted by agencies' implementation of United States Executive Orders 12549 and 12689, “Debarment and Suspension.”
- Awards shall be made to the bidder or the offeror whose bid or offer is responsive to the solicitation and is most advantageous to the recipient, price, quality and other factors considered. Solicitations shall clearly set forth all requirements that the bidder or the offeror shall fulfill in order for the bid or offer to be evaluated by the recipient. Any and all bids or offers may be rejected when it is in Health Care Without Harm’s interest to do so.
- Health Care Without Harm suppliers and contractors must demonstrate compliance with the following ethical principles. Any breach of these provisions shall disqualify the supplier or entitle Health Care Without Harm to terminate any agreements with the supplier immediately upon notice without any liability for the termination or any other liability of any kind.
- Contractors shall not directly or indirectly provide material support or resources, including financial support, in-kind support, technical or organizational assistance, or any other form of support or service, to individuals that are terrorists, that are associated with acts of terrorism, or that pose a significant risk of committing acts of terrorism.
- Contractors must comply with all applicable anti-bribery and anti-corruption laws in the countries where it does business. Additionally, contractors understand and agree to comply with the U.S. Foreign Corrupt Practices Act, as revised, which generally prohibits the offer, promise, payment or giving of anything of value either directly or indirectly to any government official for the purpose of obtaining or retaining business or any improper advantage.
- Contractors shall not engage in any practice inconsistent with the rights set forth in the Convention on the Rights of the Child, including Article 32 thereof, which, inter alia, requires that a child shall be protected from performing any work that is likely to be hazardous or to interfere with the child’s education, or to be harmful to the child’s health or physical mental, spiritual, moral or social development. Additionally, Contractor warrants that the Contractor is not engaged in the sale or manufacture of anti-personnel mines or components utilized in the manufacture of anti-personnel mines.
- Health Care Without Harm takes all appropriate measures to prevent sexual exploitation or abuse of anyone through its work. For these purposes, sexual activity with any person less than eighteen years of age, regardless of any laws relating to consent, shall constitute sexual exploitation and abuse of such person. In addition, contractors shall refrain from exchanging any money, goods, services, or other things of value for sexual favors or activities, or from engaging in any sexual activities that are exploitative or degrading to any person.
- Contractors are expected to disclose to Health Care Without Harm any situation that may appear as a conflict of interest, and disclose to Health Care Without Harm if anyone under contract with Health Care Without Harm may have an interest of any kind in the contractor's business or any kind of economic ties between contractor and Health Care Without Harm.
- Health Care Without Harm will fully enforce applicable laws prohibiting harassment and discrimination by or against contractors, including harassment, and/or discrimination because of race, religion, color, national origin, ancestry, marital status, sexual orientation, disability, gender, age, or other status protected by applicable law, and to maintain a business relationship free of any such harassment and discrimination. Harassment may take many forms, including but not limited to:
- Verbal conduct such as epithets, derogatory comments, slurs or unwanted sexual advances, invitations, innuendo, or comments
- Visual conduct such as derogatory posters, cartoons, drawings or gestures
- Physical conduct such as assault, blocking normal movement or interference with work because of sex or another protected basis
- Health Care Without Harm supports positive efforts to utilize small businesses, minority owned firms, and women’s business enterprises and Labor Surplus Area firms.
- Health Care Without Harm encourages contracts with consortiums of firms referenced above when a contract is too large for one of those firms to handle individually.
- Contractor agrees to the acceptance, to the extent practicable and economically feasible, of products and services dimensioned in the metric system of measurement.
- Health Care Without Harm requires, when practicable and economically feasible, for products and services that conserve natural resources and protect the environment and are energy efficient.
