Partner Services PM/Estimator (JOC Focus)

We are seeking an experienced and proactive Partner Services Project Manager/Estimator to join our team—someone who values safety, collaboration, accountability, and thrives in both preconstruction and project execution environments.


This hybrid role plays a critical part within Shockey’s Partner Services group, combining detailed estimating expertise with hands-on project leadership. The position supports a contract-based, on-call delivery model, including Job Order Contracting (JOC) work, and is well-suited for someone comfortable moving between the office and field while coordinating closely with clients, subcontractors, and internal teams.

Partner Services projects often begin with client-defined needs rather than completed drawings, requiring strong construction judgment and a clear understanding of how interior construction work is actually built. In this role, you will interpret client intent, identify required trades, understand sequencing, and develop complete, accurate scopes that capture labor, materials, equipment, and trade impacts. Field awareness, constructability insight, and sound decision-making are essential to success.


The ideal candidate is organized, proactive, and detail-oriented, with the ability to take full ownership of both pricing and delivery within a JOC program environment. This role blends the communication and coordination strengths of a Project Manager with the structured, accuracy-focused approach of an Estimator. When JOC projects are not active, the role will also support estimating and managing similar-sized Partner Services projects outside the JOC program.

Requirements

Estimating & Preconstruction

  • Review drawings, specifications, existing conditions, and client requests to develop thorough, accurate estimates for Job Order Contracting work.
  • Prepare quantity takeoffs for labor, materials, equipment, and all required trades.
  • Identify MEP, fire alarm, HVAC, plumbing, and other trade impacts needed to provide a complete scope and accurate pricing.
  • Develop proposals, clarifications, and assumptions that reflect real-world constructability and align with Job Order Contract requirements.
  • Compare subcontractor quotes, identify scope gaps, and ensure full coverage.
  • Prepare budgets or conceptual pricing when drawings are limited or not provided.
  • Support quick-turn pricing and scope development common to on-call and JOC delivery models.

Project Management

  • Lead Partner Services projects from kickoff through closeout
  • Maintain responsibility for budget, schedule, and project quality.
  • Coordinate with Partner Services leadership, field superintendents, subcontractors, and internal departments.
  • Develop project schedules reflecting trade sequencing and occupied-building constraints.
  • Manage procurement, subcontract buyout, material ordering, and cost tracking.
  • Maintain consistent communication with clients, building management, and stakeholders.
  • Maintain organized project documentation including RFIs, change management, meeting notes, and closeout documentation.

Field & Trade Coordination

  •  Understand interior construction sequencing from kickoff to punchout and how trades interact through each phase.
  • Work with superintendents to coordinate MEP rough-ins, inspections, and above-ceiling work prior to closing walls or ceilings.
  • Conduct site visits to verify field conditions, quality, readiness, and constraints.
  • Anticipate issues early and resolve constructability or coordination concerns promptly, particularly in fast-paced JOC environments.

Supervisory Responsibilities

  • Responsibilities include training employees; planning, assigning, and directing work, performance appraisals, making recommendations to management for the rewarding and disciplining of employees; addressing complaints and resolving problems.


Requirements

  •  5+ years of experience in project management, estimating, or a hybrid interior construction role.
  • Experience working in Job Order Contracting, on-call, facilities, or similar contract-driven delivery environments, or demonstrated aptitude for this type of work.
  • Strong understanding of practical field sequencing and how interior work is built.
  • Ability to interpret drawings and develop complete scopes from limited information.
  • Experience coordinating multiple trades and understanding how they affect schedule and cost.
  • Strong Excel skills for building estimates and tracking costs.
  • Clear written and verbal communication skills.
  • Ability to plan work effectively in occupied buildings with consideration for access, dust/noise, and logistics.
  • Evident self-direction, accountability, and initiative. 


Preferred

  • Experience with self-perform interior trades (framing, drywall, ceilings, painting).
  • Experience preparing client proposals and written scopes of work.
  • Familiarity with code compliance, permitting, and inspection processes.
  • Experience working in fast-paced service-oriented construction environments.
