Reports To: Director of Healthcare Services  

Supervises: RN Supervisors, RN Consultants, LPN Coordinators, LPN Nurses, LPN Consultants, TME Staff, and CMT Staff 

Performance Reviews 

  • 90-Day Probationary Review 
  • Annual reviews thereafter 
  • Additional reviews as needed 

ESSENTIAL RESPONSIBILITIES 

Clinical Oversight & Nursing Operations 

  • Assist the DON in overseeing daily nursing operations and clinical service delivery 
  • Ensure services align with person-centered planning and Individual Service Plans (ISPs) 
  • Ensure services support active treatment standards and are not custodial in nature 
  • Monitor nursing documentation, assessments, and care plans for compliance 
  • Assist nurse supervisors/case managers in care decisions 
  • Coordinate educational training for the nursing department 
  • Participate in hiring, evaluations, and corrective actions 
  • Oversee improvements based on evaluations and DOH guidelines 
  • Coordinate quality assurance activities via interviews and record reviews 
  • Assist in budget development and oversee medical supply procurement 
  • Communicate with residents, families, staff, and IDT to coordinate care 
  • Assist DON with acuity preparation and submission 
  • Assist DON with annual Medicaid recertification 
  • Develop and implement policies and documentation procedures 
  • Review infection control reports and implement prevention strategies 
  • Develop and publish nursing schedules aligned with ratios and budgets 
  • Provide supervision and mentoring schedules for nursing staff 
  • Oversee TME training and follow-up competency validation 
  • Assist DON with departmental meetings and documentation 
  • Perform other duties as assigned 

Regulatory Compliance & Survey Readiness 

  • Ensure compliance with 42 CFR Part 483 Subpart I (ICF/IDD federal regulations) 
  • Ensure adherence to DC DDS Provider Standards and DOH regulations 
  • Maintain continuous survey readiness for unannounced inspections 
  • Participate in surveys, audits, and Plans of Correction (POCs) 
  • Conduct mock surveys, record reviews, and staff interviews 

Quality Assurance & Infection Control 

  • Participate in QAPI initiatives 
  • Review infection control surveillance and implement corrective actions 
  • Ensure compliance with DOH infection control standards 

Medication & Clinical Compliance 

  • Ensure compliance with medication administration standards (TME/CMT oversight) 
  • Monitor MAR documentation accuracy 
  • Ensure proper delegation and oversight of nursing tasks 
  • Ensure compliance with incident reporting and follow-up procedures 

Interdisciplinary Coordination 

  • Collaborate with QIDPs, physicians, and therapists 
  • Ensure integration of medical services into ISPs 
  • Promote interdisciplinary participation in care planning 

Administrative & Operational Support 

  • Assist with Medicaid recertification and acuity submissions 
  • Support policy development and implementation 
  • Maintain staffing ratios per regulatory requirements 



Requirements

ESSENTIAL COMPETENCIES

REQUIRED EDUCATION & EXPERIENCE 

  • BSN required 
  • Master’s preferred 
  • Strong written and verbal communication skills  
  • 5+ years of IDD nursing experience 
  • ICF/IDD experience preferred 

REQUIRED CERTIFICATIONS & TRAINING 

  • Active RN License 
  • BLS (Required)  
  • Crisis Prevention/Intervention 
  • DDNA preferred 
  • DDS, DOH required training 

MANDATORY PRE-EMPLOYMENT TRAINING 

  • 5-day in-person training required 
  • Statewide and National Criminal Background Investigation 
  • DMV Record Review  

PHYSICAL & ENVIRONMENTAL REQUIREMENTS 

  • Ability to work in regulated residential healthcare setting 
  • Ability to travel within DC required 
  • Ability to respond to urgent clinical needs
