About NYCDCC Benefit Funds
The New York City District Council of Carpenters Benefit Funds (NYCDCCBF) administers a
comprehensive portfolio of benefit programs—including pension, health, annuity, and training—
for thousands of union members and their families across the New York metropolitan area.
The Funds are committed to delivering high-quality, efficient, and secure services to participants
while maintaining strong fiduciary oversight and operational excellence. Technology plays a
critical role in supporting these objectives—from member services and claims processing to
financial systems, compliance, and reporting.
Position Overview
The Deputy Director of Information Technology is a senior leadership role responsible for
supporting and advancing the Funds’ technology strategy while ensuring the reliability, security,
and performance of all IT systems and infrastructure.
Working closely with the Director of IT and executive leadership, this role will oversee day-to-
day IT operations while helping guide longer-term modernization efforts, including infrastructure
improvements, cybersecurity enhancements, and expanded use of data and automation.
This position is ideal for a leader who can operate both strategically and hands-on, balancing
operational excellence with forward-looking improvements in systems, processes, and tools.
Key Responsibilities
Technology Leadership and Strategy
- Partner with the Director of IT and senior leadership to develop and implement a forward-looking IT strategy
- Help transition the organization from a reactive support model to a more proactive, service-oriented and scalable IT environment
- Evaluate and recommend technology investments, platforms, and architecture decisions
- Translate technical concepts into clear, actionable guidance for non-technical stakeholders
Infrastructure and Systems Management
- Oversee all core IT systems, including:
o Network infrastructure, servers, and cloud environments
o Telecommunications and office systems
o Enterprise platforms (e.g., Microsoft 365, line-of-business systems)
- Ensure system performance, availability, and scalability
- Manage relationships with external vendors, consultants, and service providers
- Oversee system monitoring, maintenance, and upgrades
Cybersecurity, Risk and Continuity
- Lead cybersecurity efforts, including:
o Vulnerability management and remediation
o Access controls and system monitoring
o Security policies and user awareness training
- Maintain and regularly test Disaster Recovery (DR) and Business Continuity Plans (BCP)
- Ensure systems and processes align with regulatory and fiduciary responsibilities
Data, Reporting and Process Improvement
- Support the development and enhancement of data systems and reporting capabilities
- Identify opportunities to improve operations through automation and better use of data
- Evaluate emerging technologies, including AI-enabled tools
- Promote data integrity, accessibility, and governance across departments
Project and Operational Management
- Lead and support IT projects, including:
o Defining scope, timelines, and deliverables
o Allocating resources and tracking progress
- Establish and maintain standardized processes, documentation, and workflows
- Oversee system audits and continuous improvement efforts
Team Leadership
- Strong people management skills with a demonstrated ability to develop teams, mentor staff, and build a collaborative, accountable culture

Qualifications
- Bachelor’s degree in Information Technology, Computer Science, or a related field (Master’s preferred)
- Strong working knowledge of IT infrastructure, including networks, servers, cloud environments, and enterprise platforms (e.g., Microsoft 365, line-of-business systems)
Experience
- 4–6 years of management experience overseeing technical teams
- Experience in infrastructure, systems administration, and IT operations
- Demonstrated success leading technology improvements or modernization initiatives
Salary and Benefits:
Salary Range: $150,000 – $180,000
The final salary will be commensurate with experience, technical expertise, and leadership background.
The rate of pay offered will be dependent upon candidates’ relevant skills, education, and
experience. The NYCDCC Benefit Funds offer a competitive benefits package, including 100%
