Rimrock Trails Treatment Services is seeking a Behavioral Health Program Supervisor to lead our new Assessment and Resource Center (ARC) serving youth and families in Crook County.
This role provides administrative and program leadership to a multidisciplinary team delivering behavioral health screening, brief intervention, and care coordination for youth experiencing substance use and mental health challenges.
This is a unique opportunity to help launch and shape a new community behavioral health program, build strong partnerships with local organizations, and support a team providing early intervention services for youth and families.
- Salary: $100,000 annually

Position Overview
The Program Supervisor leads the Crook County Assessment and Resource Center (ARC) team, supervising Case Managers, Peer Support Specialists, and Certified Alcohol and Drug Counselors while helping establish and grow this new program.
The ARC provides early behavioral health intervention services for youth and families, including screening, brief intervention, care coordination, and community education.
The supervisor supports staff development, ensures program quality, and builds strong relationships with schools, community partners, and local systems of care.
Key Responsibilities:
Program Leadership
- Launch and oversee the Crook County Assessment and Resource Center (ARC)
- Lead a multidisciplinary behavioral health team serving youth and families
- Ensure delivery of ARC core services including screening, brief intervention, referral, and care coordination
- Support the development and growth of youth behavioral health services in the community
Staff Supervision
- Provide administrative supervision to Case Managers, Peer Support Specialists, and CADCs
- Support staff development through coaching, performance feedback, and supervision
- Monitor documentation quality and ensure compliance with agency standards
Direct Service Support
- Provide direct services as needed, including behavioral health screening, assessment, brief intervention, and care coordination
- Build and maintain relationships with schools, juvenile justice, DHS, and other community partners
Community Partnerships
- Participate in community coalitions, meetings, and outreach activities
- Represent the program in local collaborative initiatives
Program Quality and Compliance
- Monitor service outcomes and program performance
- Ensure compliance with applicable Oregon Administrative Rules (OARs), HIPAA, and 42 CFR Part 2
- Support grant reporting and program evaluation activities
Program Development
- Identify opportunities to expand behavioral health services for youth and families
- Support program planning and implementation in collaboration with leadership
ARC Core Services
The Assessment and Resource Center provides early intervention services for youth and families including:
- Behavioral health screening and assessment
- Brief intervention for substance use and mental health concerns
- Care coordination and referral to treatment
- Peer and family support services
- Community education and outreach
Travel: Occasional travel to other sites as needed.

Salary: $100,000 annually
QUALIFICATIONS: Minimum/Required:
- Master's degree in social work, counseling, psychology, or related behavioral health field
- Certified Alcohol and Drug Counselor (minimum CADC I)
- Certification or licensure allowing the provision of addiction treatment services
- Experience supervising or leading staff in a behavioral health or human services setting
- Knowledge of substance use and co-occurring mental health treatment
- Strong written and verbal communication skills
- Ability to work independently and as part of a multidisciplinary team
- Knowledge of applicable Oregon Administrative Rules (OARs)
Preferred:
- LCSW or LPC license
- CADC II certification
- Experience leading new programs or grant funded initiatives
- Experience working with youth and families
- Bilingual in Spanish or other languages common in Crook County.
