Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Capital operational support services to Federal civilian and defense agencies, is seeking to hire a Temporary Junior Human Resources Specialist to support our clients within the Export-Import Bank of the United States (EXIM). EXIM is located in NW Washington, DC. This position requires working on-site one day a week.

Essential Duties and Responsibilities

The Junior HR Specialist's duties include working with assessment questions, drafting/ posting vacancy announcements, creating candidate referral lists, providing applicant notifications, reviewing job analysis and crediting plans, and responding to and providing advice to applicants accurately while addressing specific aspects of the federal hiring process (i.e., Veterans preference, ICTAP, etc.) that are communicated, accurate, and in accordance with merit system principles and all applicable rules, laws, and regulations, as well as EXIM policy and guidance. 

  • Receive and review all incoming recruitment requests and consult with HR staff regarding position/job requirements. 
  • Draft job opportunity announcements (JOAs) in the USA Staffing System. 
  • Process applications received via USA Staffing, conduct verification of CTAP and ICTAP and adjudicate veterans' preferences and minimum qualifications.  
  • Contact applicants from the ranking list and provide applicable notifications via USA Staffing. 
  • Conduct quality reviews of all referral candidates, ensuring accurate ratings and possession of critical competencies.  
  • Issue referral lists electronically in USA Staffing IAW merit systems principles and delegated examining procedures.  
  • Respond to applicant inquiries.  
  • Conduct audits of returned certificates and send disposition notices to non-selected candidates.  
  • Respond to regular inquiries from internal stakeholders regarding staffing, recruitment, and/or classification actions. 


Requirements

Job Requirements and Experience

  • A minimum of a high school diploma or GED is required. Bachelors preferred.  
  • DEU Certification Required.  
  • Five (5) years of related work experience as a federal employee or contractor.  
  • Knowledge and experience with USA Staffing Systems, Delegated Examiner Unit, OPM classifications, and other federal HR policies, procedures, and regulations. 
  • Ability to successfully pass a federal background check.  
  • Basic knowledge of the use of office software (e.g., MS Outlook, MS Word, MS Excel, MS Access, MS PowerPoint).  
  • Knowledgeable in operating office equipment (computers, copiers, fax machines, labelers, etc.) to scan, file and/or store electronic and paper documents for future reference. In addition, they should be proficient in Microsoft applications (Word, Excel, etc.). 

ADA Requirements

  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position. 
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.
