What You’ll Do

 

 The Telemedicine Program Manager will lead the planning and implementation of statewide telehealth and teleconsultation initiatives under the Rural Health Transformation Program (RHTP). This role coordinates across clinical, technical, operational, and policy stakeholders to expand access to care, improve quality, and ensure sustainable, compliant, and scalable telehealth programs that serve rural Indiana.


You will manage program strategy under the direction of the telehealth and teleconsultation initiatives lead, with responsibility for execution, performance monitoring, vendor coordination, partner engagement, and continuous improvement. You will work closely with internal teams — including IT, legal, finance, and RHTP initiative leads — as well as external partners such as vendors, providers, regional coalitions, and stakeholders. The role requires independent judgment, strategic thinking, and the ability to balance operational details with long-term program goals. 


Program Implementation & Management

  • Lead the implementation and ongoing management of telehealth and teleconsultation programs and initiatives.
  • Monitor program plans, timelines, budgets, and performance metrics to ensure successful delivery of program goals.
  • Support development of sustainability strategies, including funding models and operational integration.
  • Support other related Rural Health Transformation activities, as requested.

Vendor & Partner Coordination

  • Coordinate with internal teams (IT, legal, finance, RHTP initiative leads) and external partners (vendors, providers, regional coalitions, and stakeholders).
  • Manage vendor relationships, including contract oversight, deliverable tracking, and performance management.

Governance, Compliance & Reporting

  • Oversee program governance, reporting, and documentation, ensuring alignment with organizational, state, and federal requirements.
  • Ensure compliance with applicable regulations, privacy, security, and quality standards related to telehealth and teleconsultation.
  • Prepare briefings, reports, and presentations for leadership, partners, and oversight bodies as needed.

Performance Monitoring & Continuous Improvement

  • Monitor program performance using data and stakeholder feedback; lead continuous improvement efforts.
  • Apply independent judgment and problem-solving in situations where precedents may not exist.
  • Balance operational details with long-term program strategy and organizational goals.

Stakeholder Engagement & Change Management

  • Facilitate stakeholder engagement, communication, and change management activities related to telehealth and teleconsultation initiatives.
  • Maintain regular interaction with external partners, vendors, healthcare providers, regional organizations, and other government or community stakeholders.
Requirements
  •  Bachelor's degree from an accredited university in public health, health administration, informatics, information systems, or a related field
  • Program management, healthcare operations, public health, health IT, or a related field
  • Demonstrated experience managing complex, multi-stakeholder programs or projects
  • Strong project management, organizational, and analytical skills
  • Exceptional written and verbal communication skills, including experience presenting to leadership and external stakeholders
  • Ability to manage budgets, timelines, and vendor relationships
  • Proficiency with common productivity and project management tools (e.g., Microsoft O365, project management platforms, collaboration tools)
  • Ability to work in a team environment with multiple and fluid demands
  • Ability to maintain effective and professional working relationships with internal and external customers

Highly Desired:

  • Familiarity with telemedicine, telehealth, healthcare delivery systems, or digital health initiatives
