Position Overview
The Vice President of Government Programs & Growth (VP) leads SOLID’s portfolio of government programs and is responsible for driving the successful delivery and expansion of integrated workforce development solutions. This individual ensures high-quality program execution while identifying and advancing opportunities for growth within and adjacent to existing client engagements.
The VP oversees cross-functional teams responsible for delivering SOLID’s core capabilities, including workforce consulting, data analysis, technology platforms, and support services. This role requires a leader with significant experience in technology and/or engineering management to ensure these capabilities are effectively integrated, scalable, and delivered with technical excellence.
The VP is accountable for program performance, client satisfaction, financial outcomes, and portfolio growth. This role works in close collaboration with SOLID’s two other Vice Presidents (the VP of Innovation and Strategy and the VP of Operations and Finance) to align program delivery, technology, and resource planning; support capture and proposal efforts; and ensure the continued evolution and scalability of SOLID’s offerings.
The VP provides strategic oversight of government-focused business development activities, including leadership of a Business Development Specialist responsible for executing government BD strategies and supporting commercial BD efforts under the leadership of the VP of Innovation and Strategy.
Key Responsibilities
Government Growth, Expansion & Capture Support:
- Identify and drive growth within existing contracts and adjacent opportunities, including expansion into related programs, agencies, or functional areas aligned with client missions.
- Own government-focused growth strategy and outcomes, providing strategic direction and oversight for business development and capture efforts, including leadership of a Business Development Specialist responsible for executing BD strategies, identifying opportunities, and supporting proposal development.
- Contribute to capture strategies and proposal development by shaping solution approaches, delivery models, and technical inputs.
- Shape solution approaches and delivery models that leverage SOLID’s technology platforms, data systems, and engineering capabilities to differentiate offerings and drive competitive advantage.
- Ensure growth initiatives and capture efforts are aligned with financial goals, resource capacity, and risk considerations.
- Coordinate with the VP of Innovation and Strategy to align government and commercial business development efforts, ensuring clarity of focus, collaboration, and effective support across both domains.
- Travel to client sites, conferences, and strategic meetings to strengthen relationships, understand evolving needs, and position SOLID for continued growth and expansion.
Government Contracting Program Leadership:
- Oversee the delivery of government and public sector programs, ensuring successful execution, contract compliance, and client satisfaction.
- Lead and integrate cross-functional teams, including engineering and technical functions, delivering consulting, analytics, and platform-based solutions to ensure cohesive, high-quality solutions.
- Provide leadership and direction to Program Managers, technical leads, and multidisciplinary teams across the full lifecycle of programs.
- Provide executive oversight of engineering and technology functions, ensuring the design, development and delivery of scalable, secure, and high-quality platforms and data systems aligned with program and client objectives.
- Establish performance expectations, monitor outcomes, and ensure programs meet financial targets and resource requirements.
- Align staffing, resources, and budgets across programs to support effective execution and organizational priorities.
- Identify, assess, and mitigate risks across program delivery, technology implementation, and operations.
- Ensure compliance with contractual, regulatory, and organizational requirements.
- Promote collaboration across functional areas and foster a culture of accountability, innovation, and continuous improvement.
Client Relationship Management:
- Serve as an executive point of contact for key clients, maintaining regular engagement to strengthen relationships, understand evolving needs, and ensure alignment with client priorities.
- Build and maintain strong relationships with critical stakeholders.
- Identify evolving needs and position SOLID as a strategic partner.
- Ensure delivery aligns with contractual, regulatory, and performance expectations, reinforcing SOLID’s reputation for reliability and quality.
- Leverage SOLID’s integrated capabilities, including consulting, analytics, technology, and support services, to increase value delivered to clients and deepen engagement.
Required Qualifications
- Bachelor’s degree in business administration, public administration, engineering, computer science, or a related field required. Advanced degrees preferred (MBA or equivalent).
- Minimum ten (10) years of experience managing government or public sector programs, including oversight of complex, multi-disciplinary initiatives.
- Minimum five (5) years of senior leadership experience overseeing Program Managers and/or technical and engineering teams.
- Proven experience driving or supporting new business development efforts, including opportunity identification, capture strategy, and proposal development in the government sector.
- Demonstrated experience driving organic growth within existing contracts and supporting capture and proposal development.
- Demonstrated experience leading or overseeing technology and engineering teams delivering platforms, data systems, or enterprise solutions.
- Must be a U.S. citizen
Additional Qualifications
- Demonstrated executive leadership of complex, multidisciplinary teams and programs, with the ability to integrate delivery, technology, and strategy.
- Prior experience serving in a technology leadership role (e.g., engineering manager, technical program leader, or similar).
- Strong financial and operational acumen, including experience managing program or portfolio-level performance.
- Proven ability to build and maintain senior-level client relationships and identify opportunities for growth.
- Excellent communication and leadership skills, with the ability to influence stakeholders and operate effectively in a dynamic, growth-oriented environment.
Preferred Qualifications
- Professional certifications such as PMP, PgMP, or relevant technical certifications.
Compensation: $170,000 – $210,000 annual salary, depending on experience and qualifications.
This role is also eligible for performance-based bonuses tied to individual and company results.
