Position Summary:

The Project Controls Manager will lead the monitoring, controlling and communication of project performance and support development of project control processes, systems, and tools. This position reports to the Director of Project Controls and works closely with Project Managers, through a dotted line reporting relationship, and is responsible for directing and/or coordinating project planning and scheduling, estimating, cost control, change management and risk management. This position will be a hybrid or remote role with assigned home office location in Priority Power’s Woodlands, Texas office. Expected travel will be at least 25% of the time to other Priority Power offices, customer meetings, and project site visits. The role requires experience on infrastructure projects, preferably in the electrical utility sector. Knowledge of electrical substations, transmission and distribution, wind, solar, and storage technologies space is also beneficial.


Position Responsibilities: 

  • Provide best practice Project Controls expertise and leadership across the department with guidance in estimating, cost management, cost forecasting, progress measurement, change management, risk management, work breakdown structures, and cash-flows.
  • Perform schedule development in MS Projects, Project Insight, or other software tools as required to include activity assignment, activity duration, logic, relationships, setting of baseline, continuous monitoring, and analysis of activities.
  • Reviews contract drafts to ensure they include adequate cost, schedule, and scope definition which meet Project Controls requirements.
  • Validates the project estimates and procurement strategies for appropriate assignment of WBS to allow for dynamic cost tracking.
  • Maintains a project control and reporting system that supports on-going assessment of project performance and facilitates informed and timely adjustment of project execution to achieve project objectives.
  • Establishes and maintains baseline change control, using change control logs and project change notices. Assists the Procurement Manager in the processing of change order requests, including change order cost estimation and impact.
  • Maintains an up-to-date cost of commitments and obligations log in support of contract payment and retention management.
  • Manages cost commitments and reviews vendor and customer invoices as required.
  • Interface with accounting and finance in the assessment of project accruals and establishing and managing department and project cash flows.
  • Collaborates with Project Managers to review and validate progress, accruals, monthly forecasts, and spend curves. Links change management to latest estimate and schedules. 
  • Review, analyze and recommend approval or disapproval disposition of subcontractor’s schedules
  • Supporting all projects with any specific Client reporting requirements (Costs and Schedule).
  • Applies strong time management, planning, organizational, decision making and problem-solving skills to resolve issues in an effective and timely matter.
Requirements

  

  • College degree or equivalent experience
  • Proficient in the use of Microsoft Project or Project Insight software
  • Minimum 5 years of experience working in the engineering, energy, technology, oil & gas, or construction sector as a project control / project manager / business analyst professional preferred. 
  • Proficient in Microsoft Office
  • Proficient in Project / Business Finance
  • Demonstrated expertise in cost engineering and scheduling 
  • Strong written and oral communication skills
