Job Summary:
As the Proposal Manager, you’ll work with the proposal team, as well as capture leads, senior leadership, operations teams, and technical personnel to organize, track, develop and deliver compliant, winning proposals in response to customers. The Proposal Manager is responsible for leading the end-to-end development of compliant, compelling, and competitive proposals in support of federal, state, and local government opportunities. This role manages the full proposal lifecycle—from pre-RFP planning and strategy development through submission and post-submittal activities—partnering closely with capture managers, technical leads, pricing, and executive leadership. The Proposal Manager ensures adherence to solicitation requirements, oversees proposal schedules and deliverables, facilitates color team reviews, and drives the integration of win themes, discriminators, and clear value propositions throughout all volumes. Success in this role requires strong project management, exceptional writing and editing skills, and the ability to synthesize complex technical information into persuasive, customer-focused narratives in a fast-paced, deadline-driven environment.
Responsibilities
- Collaboration: Work with a wide range of personnel, to include Portfolio Vice Presidents, technical and business subject matter experts, content developers, capture managers, sales leads, pricing, contracts and subcontracts, as well as Senior Leadership.
- Creating Microsoft Word/PowerPoint or PDF Response Templates: Reading, reviewing, and analyzing request for proposal (RFP) and request for information (RFI) documents to create template for response.
- Creating Pre-Proposal Artifacts: Examples include (but not limited to) developing proposal schedules, proposal outlines, compliance checklists, and assisting with creation of color team review (leadership approval review) materials.
- Maintaining Proposal Artifacts: Adjust proposal schedule as needed (amendments, progress, Senior Leadership reviews, etc.), working with compliance auditor to update compliance matrix, and capturing/documenting official response approvals.
- Tracking Action Items: Attending meetings, capturing meeting minutes/action items, and monitoring progress of action items
- Desktop Publishing and Editing: Proofreading and formatting technical and non-technical documents, Compliance Auditing: Ensuring responses are in compliance with all RFP/RFI requirements (i.e., structure, formatting, and content) – updating compliance matrix as required based on solicitation amendments.
- Configuration Control: Managing permissions and access to response documents, ensuring version control of documents maintained, and resolving issues (if arise)
- Production: Finalizing and producing response documents to include printing, copying, binding, shipping, or electronic uploads or preparation of digital media as required by client solicitation.
- Identifying Content: Work with Program Manager, Sales Leads, and Capture/Proposal Managers to review solicitations to identify, capture, and write content for response to include past performance and key personnel.
- Maintaining the Proposal Repository, Artifact Repository, and Quals Repository: Serving as site administrator (Microsoft Teams/SharePoint) to manage and organize content/structure. Helping teams with creating artifacts and boiler plate language for repositories.
Education and Experience:
- Bachelor’s degree and a minimum of five (5) years of relevant experience in proposal management, preferably within a government contracting or consulting environment.
- Proven track record of supporting or leading winning proposals (prime or major subcontractor)
- Experience managing proposals of varying size and complexity, including quick-turn and large, strategic bids
- Experience working in a deadline-driven, fast-paced environment with competing priorities
Required Skills:
- Demonstrated experience managing the full proposal lifecycle for federal, state, or local government solicitations
- Strong knowledge of government procurement processes (FAR/DFARS familiarity preferred)
- Proven project management skills with the ability to manage multiple, concurrent proposals under tight deadlines
- Excellent writing, editing, and proofreading skills with a focus on clarity, compliance, and persuasiveness
- Ability to lead cross-functional teams, including capture, technical SMEs, pricing, and graphics
- Experience developing and managing proposal schedules, outlines, and compliance matrices
- Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel) and collaboration tools (e.g., SharePoint)
- Strong attention to detail and organizational skills
- Effective communication and stakeholder management skills
- Experience and proficiency with MS Office Suite, Adobe Professional, and SharePoint/Microsoft Teams desired.
- Experience leading or supporting color team reviews (Pink, Red, Gold)
Desired Skills:
- Experience supporting proposals for agencies such as DHS, DoD, or civilian federal agencies
- Familiarity with proposal tools and platforms (e.g., GovWin, Salesforce)
- APMP certification (Foundation or Practitioner)
- Understanding of pricing strategies and cost volume development
- Experience with content libraries, knowledge management, and proposal reuse strategies
- Ability to contribute to capture planning and win strategy development
- Graphic coordination or experience working with proposal design teams
