Position Summary

The Financial and Regulatory Reporting Manager is responsible for overseeing the Bank’s external financial reporting and all regulatory filings for a ~$3B community banking organization. This role ensures full compliance with U.S. GAAP and bank regulatory requirements while supporting management, auditors, and regulators with accurate, timely, and well-documented financial information. The position requires deep technical knowledge, strong judgment, and the ability to manage increased reporting complexity typical of a mid-size community bank.

Essential Functions

Financial Reporting & GAAP Oversight

  • Prepare, review, and oversee quarterly and annual GAAP financial statements and related disclosures.
  • Ensure proper accounting and reporting for: 
  • Investment securities (HTM/AFS/fair value)
  • Deposits, borrowings, and interest rate risk-related items
  • Derivatives/ hedging
  • Bigelow Investment Advisors, the Bank’s majority-owned subsidiary
  • Review complex accounting transactions and provide technical accounting guidance.
  • Help to arrange financial reporting packages for the Board of Directors and executive management.

Regulatory Reporting

  • Oversee preparation, review, and timely filing of all required regulatory reports, including: 
  1. Ensure consistency between financial statements, regulatory filings, and internal management reports.
  • Serve as primary point of contact for regulatory reports and filings.
  • FFIEC 051 Call Report 
  • FR Y-9SP, Y-6, and related holding company filings (as applicable)

Audit & Regulatory Exam Management

  • Coordinate and manage external financial statement audits.
  • Prepare audit schedules, technical memos, and supporting documentation.
  • Support regulatory examinations and respond to examiner requests related to financial and regulatory reporting.
  • Partner with internal stakeholders to remediate findings and strengthen controls.

Internal Controls, Compliance and Process Improvement

  • Maintain and enhance internal controls over financial reporting (ICFR) and regulatory reporting.
  • Ensure strong documentation, governance, and review processes appropriate for a ~$3B institution.
  • Monitor and implement new accounting and regulatory guidance impacting the Bank.
  • Lead implementation of new reporting requirements or accounting standards.
  • Identify opportunities to improve efficiency, accuracy, and automation in reporting processes.
  • Support core system upgrades, reporting tool implementations, and data governance initiatives.
  • Maintain detailed reporting procedures and controls documentation.

Other

  • Attend and record minutes for the Bank’s Asset/ Liability Management Committee (ALCO) and Pricing Committees.
  • Assist in development of the Bank’s asset/liability (ALM) model; report results of back-testing  
  • Manage scenarios and report results of Liquidity Stress Testing

Qualifications

Education & Certification

  • Bachelor’s degree in Accounting or Finance required
  • CPA strongly preferred

Experience

  • 6 or more years of progressive accounting or financial reporting experience
  • Direct experience in a ~$1B–$5B banking institution strongly preferred
  • Extensive hands-on experience with Call Reports and FR Y-9 filings
  • Proven experience managing external audits and regulatory exams
  • Ability to work extended hours during quarter-end, year-end, audit, and filing deadlines

Technical Skills

  • Strong knowledge of U.S. GAAP and bank regulatory reporting requirements
  • Experience with core banking systems and regulatory reporting software
  • Advanced Excel and financial analysis skills
