The Vancouver Housing Authority (VHA) is seeking a Housing Portfolio Manager to oversee the operational and financial health of our diverse housing portfolio by providing direct leadership to assigned property management staff, ensuring that every property is maintained and operated in alignment with our objectives and all regulatory requirements. 


At the VHA, we work closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty. We provide affordable housing and housing assistance to low-income residents in Clark County.


Your skills and abilities will support our mission as you:

  • Manage and oversee all operations, including property maintenance, capital improvements, rent collections, lease administration, budgeting, and marketing for the assigned portfolio.
  • Directly supervise, train, and motivate onsite property managers and maintenance staff.
  • Manage reporting and compliance related to HUD regulations as stated in the HUD 4350.3 concerning subsidized housing occupancy, management, re-certification, EIV, MOR, and REAC inspections.
  • Prepare, in coordination with Finance and Asset Management, annual documentation and requests to HUD for contract renewals and rent increases, including utility allowance analyses; capital needs and replacement reserve analyses; HUD budget forms and required tenant notifications.
  • Review property budgets, income statements, and variance reports, as well as leases/rent roll analyses and other applicable information for portfolio and asset management review.
  • Assure that resident selection, leasing, and waiting lists are in compliance with all laws. Assure that the policies are correct for each program as set by HUD.
  • Work with site management to assure development and implementation of preventative maintenance programs as needed while assuring realistic and consistent efforts towards resident involvement, positive resident relations, and response to expressed resident services coordinators, when applicable.

Pay and Benefits

  • A new employee in this position will be paid between $99,134 - $104,091 per year based on experience. In compliance with the Equal Pay and Opportunities Act, the full salary range for this position is $99,134 - $143,745 per year.
  • Full-time, exempt position.
  • Eligibility to enroll in medical, dental, vision, life insurance, and disability insurance.
  • Up to 26 days of accrued paid time off annually in the first year (13 vacation/13 sick days), and 12 paid holidays.  
  • This position is required to participate in Washington PERS (Public Employee Retirement Services), which includes a 5.58% employer contribution.

Requirements
  • BA in business, finance, accounting, or related subject, plus at least 4 years of related experience in property management or related environment.  A minimum of 1 year of experience supervising staff in a housing environment.  
  • Experience working within HUD, CHFA, Section 8, low-income housing tax credits, and other affordable housing requirements. 
  • Working knowledge of Fair Housing Laws so that policies and actions are administered in compliance with Federal, State, and Local laws. 
  • Thorough understanding through experience, education, and certification of all HUD regulations as stated in the HUD 4350.3 with regard to subsidized housing occupancy, management, re-certification, EIV, and MOR and REAC Inspections 
  • Ability to communicate clearly in both oral and written forms with a diverse population. 
  • Certified Property Manager (CPM) preferred  
  • Must have a valid driver’s license and meet VHA auto insurance requirements.
