Description

Reports To: Department Director 

Department: Information Technology 

FLSA Status: Exempt 


Purpose: Works under the general direction of the Department Director to lead the development and implementation of the Tax Collector information/cyber security program and practices across the enterprise requiring use of independent judgement and a deep understanding of the latest cybersecurity threats and technologies. 


 Principal Duties and Responsibilities (*Essential Job Functions) 

Develop and implement a comprehensive cyber security strategy to protect the organization's assets and data* 

Oversee auditing of security policies to ensure compliance with existing requirements* 

Manage security incidents and coordinate with internal and external resources to resolve security events* 

Oversee the development and implementation of security measures, such as firewalls, data encryption, and access controls* 

Stay current with the latest cyber security trends, threats, and technologies and assess the current and potential impact on the organization* 

Develop and conduct security awareness training programs for employees* 

Manage other cyber security assets and provide mentorship and guidance to appropriate IT staff, as necessary* 

Collaborate with cross-functional teams to ensure compliance with regulatory requirements and best practices* 

Prepare and present regular reports on the state of cyber security to senior management* 

Lead the InfoSec meetings and other security related meetings and represent the Tax Collector’s office in external information/cyber security groups* 

May supervise subordinate staff, as necessary 

Perform other related duties as assigned 


 Job Specifications (including knowledge, skills, abilities, and physical requirements) 

Deep understanding of cyber security threats, technologies, and risk management 

Experience with incident response and management 

Strong leadership and interpersonal skills 

Ability to communicate complex technical concepts to non-technical stakeholders 

Strong analytical and problem-solving skills 

Network security methodologies 

Process Improvement and Project Management capabilities 


 Working Conditions

 • Work is generally performed in an indoor office environment without hazardous or unpleasant conditions caused by noise, dust, or adverse weather or environmental conditions. 

Requirements

 Qualifications 

  •  Bachelor’s degree in cyber security, computer science, MIS, or a related technology field from an accredited college or university and 5 years of experience in server, database, application, storage, and enterprise network administration; OR 
  • Master’s degree in computer science, MIS, or a related technology field from an accredited college or university and 3 years of experience in server, database, application, storage, and enterprise network administration 
  • An equivalent level of education and experience may be substituted as permitted by law. 
  • CISSP or equivalent certification is preferred  
  • PMP is preferred
