Senior Program Manager/Director
Description

C. Mack Solutions is seeking an experienced Senior Program Manager to lead and oversee complex, multi-team Agile development programs supporting U.S. federal government clients. This role is responsible for driving delivery excellence, aligning program outcomes to mission objectives, and ensuring compliance with federal standards while fostering a high-performing Agile culture.


The ideal candidate brings deep experience managing large-scale software delivery programs, leading distributed Agile teams, and operating within the federal acquisition and compliance landscape.


Program Leadership & Delivery

  • Lead end-to-end execution of large, complex Agile programs across multiple Scrum/Kanban teams. 
  • Ensure delivery of high-quality software solutions on time and within budget. 
  • Align program objectives with agency mission goals and strategic priorities. 
  • Manage program scope, schedule, risks, and dependencies across workstreams. 

Stakeholder Management

  • Serve as primary interface with government clients, contracting officers, and executive stakeholders. 
  • Provide regular program updates, briefings, and executive-level reporting. 
  • Translate technical delivery into business value for non-technical stakeholders. 

Compliance & Governance

  • Ensure adherence to federal standards (e.g., FedRAMP, FISMA, Section 508, NIST frameworks). 
  • Support contract compliance, audits, and reporting requirements. 
  • Manage program governance, including risk management and escalation processes. 

Team Leadership

  • Lead and grow cross-functional teams (engineering, UX, DevSecOps, QA). 
  • Foster a collaborative, accountable, and mission-driven culture. 
  • Support hiring, onboarding, and performance management.
Requirements
  • Bachelor’s degree in Business, Engineering, Computer Science, or related field. 
  • 10+ years of program/project management experience, including 5+ years leading Agile teams. 
  • Experience managing large federal contracts (e.g., DHS, DoD, HHS, VA, etc.). 
  • Strong knowledge of Agile frameworks (Scrum, SAFe, Lean). 
  • Demonstrated experience managing distributed teams and complex system integrations. 
  • Proven ability to engage senior government stakeholders.

Preferred Skills and Experience:

  • PMP, PgMP, or equivalent certification. 
  • Certified Scrum Master (CSM), SAFe Program Consultant (SPC), or similar Agile certification. 
  • Experience with DevSecOps, cloud platforms (AWS, Azure, GCP), and CI/CD pipelines. 
  • Familiarity with federal acquisition processes (FAR/DFARS). 
  • Active or prior security clearance.
