Reports to: Chief Clinical Officer

Status: Full-Time 

Location: Houston, TX 


Position Summary


The Senior Clinical Manager provides leadership and oversight for outpatient clinical services, ensuring high-quality care, strong team performance, and effective day-to-day operations. This role works closely with the Chief Clinical Officer (CCO), supporting both the execution of clinical services and contributing to the ongoing development and enhancement of programming to meet evolving community needs.


This position is designed with the opportunity for growth and increasing responsibility for program strategy, financial oversight, and external partnerships based on organizational priorities and individual performance.

Key Responsibilities


Clinical Leadership & Supervision

  • Provide supervision and support to clinical staff, creating a culture of high-quality, ethical, and client-centered care 
  • Monitor clinical performance, documentation, and adherence to regulatory and accreditation standards 
  • Support staff development, coaching, and performance management 
  • Provide clinical guidance and oversight related to substance use and co-occurring disorders, including assessment, diagnosis, and development of individualized treatment plans
  • Stay current with evidence-based practices and emerging trends in behavioral health, particularly in the treatment of substance use and co-occurring disorders, and integrate relevant approaches into clinical programming and staff development


Program Oversight & Operations


  • Oversee day-to-day clinical operations of outpatient services 
  • Partner closely with the Clinical Operations Manager to ensure efficient workflows, access to care, and alignment between clinical and business functions 
  • Monitor key performance indicators and implement improvements as needed 


Quality & Compliance


  • Ensure compliance with all applicable regulations, payer requirements, and organizational policies 
  • Participate in quality assurance and performance improvement initiatives 
  • Support audit readiness and ongoing compliance monitoring 


Program Development & Strategic Contribution


  • Identify opportunities to enhance clinical programming and respond to emerging community needs 
  • Contribute to the development of new initiatives, service lines, or program enhancements in partnership with the CCO 
  • Support the implementation and evaluation of new programs and services 
  • Support relationship-building with referral partners and community stakeholders
  • Represent the organization in select external meetings or initiatives, as appropriate 


Collaboration & Cross-Functional Leadership


  • Collaborate with internal leaders to promote coordinated service delivery across the agency
  • Participate in leadership meetings and organizational initiatives 
  • Contribute to a positive and collaborative organizational culture 


Minimum Qualifications


  • Master’s degree in counseling, Social Work, or related field 
  • Current licensure (e.g., LPC, LCSW, LMFT) in the state of Texas 
  • Minimum of 5 years of clinical experience, with increasing leadership responsibility 
  • Experience in outpatient behavioral health settings 
  • Strong understanding of clinical best practices, regulatory requirements, and payer environments 
  • Strong clinical knowledge of substance use and co-occurring disorders, including assessment, diagnosis, and treatment planning across levels of care
