The Program Manager (PM) will serve as the single point of accountability for execution of the Department of State Specialized Operational Equipment (SOE) and CBRNE Blanket Purchase Agreement (BPA), providing overall leadership, direction, and control across all program activities. The PM is responsible for ensuring the timely and compliant delivery of state-of-the-art SOE and CBRNE equipment and associated services in support of global nonproliferation missions, often under conditions of little or no advance notice. This role requires the ability to integrate program management, procurement, global logistics, export compliance, and stakeholder coordination into a unified execution model that meets mission timelines and performance expectations.

The PM will lead all program management activities in accordance with contract requirements, including development and maintenance of the Program Management Plan, Communication Plan, and Risk Mitigation Plan, which are required deliverables within 60 days of award and continuously updated throughout performance. The PM will oversee kickoff meetings, recurring status reporting, and engagement with the Contracting Officer’s Representative (COR), Government Task Manager (GTM), and other stakeholders, ensuring full transparency into program performance, risks, and deliverables. The PM will also ensure effective coordination across internal teams, subcontractors, and suppliers to maintain alignment with mission objectives and contractual requirements.


Core Responsibilities

· Serve as the single point of accountability to the Government (COR, GTM, stakeholders) for overall contract performance, execution, and delivery 

· Lead and manage end-to-end execution of SOE and CBRNE requirements, including SME support, procurement, logistics, export, and final delivery 

· Oversee rapid response to BPA call orders, ensuring execution under urgent, time-sensitive conditions with little or no advance notice 

· Develop, implement, and maintain the Program Management Plan, Communication Plan, and Risk Mitigation Plan as required contract deliverables 

· Direct global logistics operations, including shipment coordination, export documentation, customs clearance, and delivery to end users 

· Ensure performance across key SOW parameters, including: 

o logistics management 

o delivery timeliness 

o cargo movement 

  

· Manage program schedule, milestones, and performance tracking, ensuring alignment with contract requirements and mission objectives 

· Lead risk identification, mitigation, and issue resolution, including supply chain, compliance, and operational risks 

· Provide continuous communication and reporting to the Government, including status updates, progress reports, and deliverables 

· Manage and integrate subcontractors, vendors, and partners, ensuring alignment, accountability, and performance 

· Ensure equipment sourcing and substitution capability, including delivery of state-of-the-art and available technologies 

· Maintain operational readiness posture, including pre-positioned resources, supplier networks, and rapid decision-making capability 

· Oversee problem resolution and lessons learned processes, driving continuous improvement across task orders 

· Ensure full compliance with export controls, customs requirements, and international regulations 

· Maintain adherence to security requirements, including handling of classified information and personnel clearance compliance 

· Coordinate and support kickoff meetings, recurring stakeholder engagements, and program reviews 

· Ensure all documentation, reporting, and contract deliverables are accurate, timely, and compliant with contract requirement



Requirements
  • Master’s degree preferred.
  • Project Management Professional (PMP) certification or equivalent (mandatory key personnel requirement)
  • Active TOP SECRET security clearance with eligibility for Sensitive Compartmented Information (SCI) access 
  • Demonstrated experience managing complex, multi-task order programs of similar scope and scale 
  • Proven experience leading global logistics and procurement operations, including international delivery 
  • Experience supporting OCONUS, austere, or high-risk environments 
  • Strong background in supply chain management, including: 
  • sourcing and vendor management 
  • inventory and procurement coordination 
  • contingency planning 
  • Working knowledge of export controls, customs processes, and international shipping requirements
  • Proficiency with Microsoft Word, PowerPoint, and Excel.
  • Experience delivering instruction in virtual or hybrid environments.
  • Ability to work independently, meet deadlines, and collaborate with U.S. Government stakeholders.

Desired Qualifications

  • Prior experience with the Department of State or Defense Logistics Agency’s Special Operational Equipment Tailored Logistical Support Program (SOE TLS)
