Job Summary
Supports import and export controls to ensure compliance with U.S. and international trade laws and regulations, including those affecting telecommunications technologies. Manages documentation processes to ensure required permits, licenses, and certifications are obtained; monitors and implements process changes due to new or amended regulations. Maintains in-depth, up-to-date knowledge of customs rules and global shipping requirements, and resolves complex escalated issues by coordinating with internal stakeholders, clients, customs officials, and shippers. Typically reports to a manager.
Key Responsibilities
- Interpret and apply U.S. trade regulations (e.g., EAR, ITAR, FCC rules).
- Classify telecom products using HTS and ECCN codes.
- Manage export licenses and import permits.
- Conduct denied party screenings and ensure sanctions compliance.
- Maintain accurate documentation for customs and audits.
- Collaborate with engineering, legal, and logistics teams.
- Coordinate and deliver compliance training and guidance for internal stakeholders.
- Monitor regulatory changes and recommend updates to procedures, work instructions, and compliance documentation.
- Resolve complex, escalated trade compliance issues and expedite solutions in coordination with internal teams, clients, customs officials, and shippers.
Regulatory Knowledge - 3 to 5 years of experience
- Deep understanding of U.S. Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and FCC rules.
- Familiarity with global trade regulations and customs procedures.
Technical Acumen (nice to have)
- Ability to interpret technical specifications of telecom equipment for classification and licensing.
- Understanding of network architecture, wireless technologies, and VoIP systems.
Analytical and Risk Management
- Strong skills in risk assessment, audit procedures, and compliance monitoring.
- Detail-oriented with the ability to identify and resolve discrepancies.
Communication and Collaboration
- Excellent written and verbal communication skills.
- Ability to work cross-functionally with legal, engineering, and supply chain teams.
Software Proficiency
- Experience with trade compliance software (e.g., SAP GTS, Amber Road, Descartes).
- Proficiency in Microsoft Excel and data analysis tools.
Recommended Certifications (USA)
- Certified Export Specialist (CES) – Offered by NCBFAA Educational Institute. Focus: U.S. export regulations and documentation.
- Certified Customs Specialist (CCS) – Offered by NCBFAA. Focus: U.S. import regulations and customs procedures.
