Position Overview: This position supports the Vermont Army National Guard (VTARNG) Non-Clinical Case Management Services as a Medical Records Technician. The VTARNG Office of the Deputy State Surgeon requires Non-Clinical Case Management Services to promote fitness and personal wellness for operational readiness and deployability. The Medical Records Technician plays a critical supporting role in the case management team by maintaining accurate, complete, and compliant medical records for Vermont Army National Guard Service Members throughout their case management lifecycle.

Location: VTARNG State Medical Detachment, Green Mountain Armory, Camp Johnson, Colchester, VT 05446. Telework authorized.

Position Responsibilities:
- Receive, log, scan, and file all medical documentation from Soldiers and their medical teams into appropriate electronic records (MEDCHART) and hard copy files within 3 business days of receipt.
- Upload medical documents for case-managed Soldiers into the Health Readiness Record (HRR) and stamp all medical documents for verification upon upload.
- Forward all logged medical documents to the Records Custodian within 3 business days; ensure no more than 10 late submissions per month and correct any missing/late documentation within one workday of discovery.
- Maintain Soldier medical records in strict accordance with Army Regulation (AR) 40-66, Medical Record Administration and Healthcare Documentation.
- Provide the Records Custodian or delegate with all relevant medical and dental documentation in a timely manner.
- Update and validate records and system information to ensure Soldiers with MRC3 and DRC3 profiles are entered into the eCase module.
- Provide a monthly report showing the number of profiles initiated, extended, and closed; report due by the 7th calendar day of the following month.
- Maintain automated referrals indicated in MEDCHART and provide monthly reports on cases adjudicated.
- Assist in preparing Soldier records for MEB/PEB boards, ensuring record reconciliation and file completeness are complete one workday prior to scheduled board.
- Coordinate with the Lead Case Manager to process medical records to and from mobilization sites; ensure medical records are ready for transfer 72 hours prior to Soldier mobilization date.
- Support Lead Case Manager in verifying accuracy of MEDPROS data before Medical Readiness Events.
- Communicate with Soldiers and unit personnel to confirm receipt and submission of medical documentation and follow-up records.
- Maintain HIPAA standards and guidelines; protect all Personally Identifiable Information (PII) in accordance with DoD and Army policy.
- Attend scheduled PHA and SRC/SRP events in support of case management services.
- High school diploma or equivalent required; Associate’s or Bachelor’s degree in health information management, medical records, or related field preferred.
- Previous experience in medical records management, health information, or a clinical support environment.
- Ability to obtain a Common Access Card (CAC) and pass a Tier 1 background investigation.
- Ability to complete required training: AT Level 1, iWATCH, OPSEC Level I, and DoD Information Assurance Awareness.
- Proficiency with electronic health record systems and document management tools (MEDCHART, eCase, or similar).
- Strong attention to detail, organizational skills, and ability to meet recurring deadlines.
Preferred Skills/Experience:
- Previous experience supporting Army National Guard or Army Reserve medical readiness or records programs.
- Familiarity with AR 40-66, AR 40-501, AR 40-502, and MEDPROS.
- Experience using MEDCHART, eCase, MEDPROS, AHLTA, or related Army medical systems.
- Registered Health Information Technician (RHIT) certification or equivalent preferred.
- Strong written communication skills and ability to coordinate with Soldiers, providers, unit personnel, and government representatives.
