SUMMARY
This position oversees all accounting and financial reporting functions for GBRA, including the general ledger, financial statements, capital assets, accounts payable, grants and construction accounting, and payroll. The role supervises the accounting team, ensuring accurate, timely completion of assigned work. Key responsibilities include managing deadlines, maintaining the general ledger, preparing financial reports, and coordinating the annual audit and Annual Comprehensive Financial Report.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Demonstrate the highest level of ethical leadership through daily actions and decisions.
- In coordination with the CFO and Deputy CFO, review and update procedures as necessary to ensure appropriate internal controls are in place and operating effectively.
- Oversee the general ledger, ensuring accurate financial transaction posting and timely monthly and year-end close.
- Conduct monthly revenue and expense analysis, including monitoring aged receivables and payables.
- Direct the coordination with internal departments for grant awards, ensuring accurate accounting and reporting in compliance with state and federal requirements.
- Direct the preparation of project accounting schedules for construction projects and coordinate with internal departments as necessary.
- Responsible for all financial reporting, including the preparation of monthly financial statements and expense reports to the Board of Directors.
- Supervise and evaluate assigned accounting staff.
- Oversee, review, and perform verifications of biweekly payrolls, ensuring compliance with state and federal regulations.
- Ensure timely and accurate vendor payments, manage corporate accounts, and oversee annual IRS 1099 filings.
- Direct the preparation and updating of capital asset records and depreciation schedules.
- Coordinate the annual financial audit with the external auditors.
- Coordinate the annual audit of the Defined Benefit Pension Plan and provide assistance to external auditors in collecting the necessary information and documentation.
- Prepare annual financial statements in accordance with generally accepted accounting principles (GAAP).
- Direct and prepare schedules for the Annual Comprehensive Financial Report and submit for award consideration by the Government Finance Officers Association.
- Ensure the timely distribution of the Annual Comprehensive Financial Report as required by Texas statute and bond covenants.
- Present financial performance results to the GBRA Audit Committee and, if necessary, the Board of Directors.
- Prepare customer contract reconciliations annually or as required.
- Perform other duties as assigned.

EDUCATION/LICENSE/CERTIFICATIONS
Bachelor’s degree in Accounting, Finance, or a business-related field.
Preferred License/Certifications such as Certified Public Accountant, Certified Management Accountant, Certified Public Finance Officer.
EXPERIENCE
Eight or more years of related experience in accounting and financial reporting with progressively increasing responsibility, including supervisory experience.
Experience in governmental accounting is strongly preferred.
