Description

Purpose of the Job: The Government Contracts Manager will serve as the primary contractual focal point for U.S. Government (USG) and USG prime contracts, managing the full lifecycle of contracts from proposal to award. This role requires extensive expertise in FAR/DFARS to bridge the gap between USG, OEM, PRIME, and distributor requirements, ensuring full compliance and risk mitigation.

Duties and Responsibilities:

  • Prime Contract Administration: Act as the lead authority on assigned USG Prime Contracts, reviewing, drafting, and negotiating complex agreements, including IDIQs, FFP, and Cost-Reimbursable contracts.
  • OEM & Supply Chain Integration: Negotiate and flow down legal and contractual requirements from Prime Contract to OEM partners to ensure alignment.
  • USG Relationship Management: Act as the primary interface with Government Contracting Officers (COs) and Contracting Officer's Representatives (CORs) regarding contract negotiations, modifications, and compliance.
  • Compliance & Regulatory Oversight: Knowledge of federal government regulations (FAR/DFARS), Cost Accounting Standards (CAS), and compliance/audit practices.
  • Risk Management: Identify, mitigate, and advise on risk exposure between OEM and USG.
  • Process: Develop and implement standard operating procedures (SOPs), training programs, and continuous improvement initiatives within the contracts function.
Requirements
  • 5–10+ years of experience in U.S. Government contracting, specifically working with major defense primes (e.g., Boeing, Northrop Grumman, Raytheon).
  • Proven experience coordinating between OEMs, large Primes, USG agencies, and distribution networks.
  • Experience in the aerospace or defense industry.
  • In-depth knowledge of FAR, DFARS, and commercial item determinations (CID).
  • Experience with Contract Lifecycle Management (CLM) systems.
  • Working familiarity with export control regulations (ITAR/EAR) and cybersecurity requirements (CMMC/NIST).
  • Excellent negotiation, communication, and project management skills with the ability to manage multiple RFPs in a dynamic environment.
  • Partner cross-functionally with sales, supply chain, finance, operations, trade compliance, and legal teams to align contract strategy with operational execution.
  • US Citizenship required.


Preferred Experience & Skills:

  • Advanced degree in Business/Contracts Management (e.g., CCM/CPCM certification) preferred.
  • Experience managing contract management systems, reporting tools, and data analytics initiatives.
  • Experience supporting DCAA/DCMA audits and compliance reviews.
