Description

  

This role is responsible for the end-to-end oversight of terminal safety, regulatory compliance, environmental programs, and maintenance & repair operations. The position ensures equipment reliability, operational continuity, and full compliance with federal, state, and maritime regulations, while leading teams and driving continuous improvement across Alaska terminal operations.

This is a high-impact, hybrid leadership role combining Safety/Compliance Officer + Maintenance & Repair Manager responsibilities.

Requirements

  

  • Build positive and professional working relationships with CMAT-A & Keelson  team members, Union Officials/Labor, Contractors, Vendors including other internal/external  customers. 
  • Lead  all safety, health, environmental, and assist in security programs across terminal operations 
  • Ensure compliance with: 
    • CTPAT,  DHS, U.S. Coast Guard, DOT, EPA, and other agencies as required 
  • Serve as a liaison with government agencies and auditors as directed by senior leadership team
  • Lead investigations, audits, and development of corrective actions regarding any incidents, accidents, near misses, or potential safety issues identified or brought to the company’s attention.
  • Manage emergency response plans & assist in the development of business continuity programs 
  • Oversee environmental reporting, sustainability initiatives, and compliance documentation 
  • Ensure maximum uptime and reliability of all terminal equipment (STS cranes, top picks, tractors, etc.) 
  • Lead preventive maintenance and repair programs
  • Manage equipment inspections, certifications, and regulatory compliance 
  • Respond to breakdowns and review engineering or procedural changes that could assist in minimize operational disruption 
  • Oversee contractors, spare parts inventory, and assist in CapEx planning 
  • Drive root cause analysis and continuous improvement initiatives with a multi-disciplinary team (maintenance crews, contractors, safety programs) 
  • Develop workforce capability through training, mentoring, and skill transfer 
  • Partner cross-functionally with Operations, HR, IT, Legal, and Finance 
  • Provide weekly reporting and performance insights to senior leadership 
  • Conduct risk assessments, vulnerability analyses, and compliance audits 
  • Identify and mitigate operational, safety, and regulatory risks 
  • Improve processes to reduce: 
    • Downtime 
    • Safety incidents       
    • Compliance  exposure
    • Maintenance  labor and material costs

KNOWLEDGE SKILLS AND ABILITIES

· Regulatory experience  (CTPAT, USCG, EPA, OSHA, etc.) 

· Heavy equipment maintenance (hydraulic, mechanical, electrical) 

· Crisis management & emergency response

· Budgeting, CapEx, and cost control 

· Strong leadership, communication, and problem-solving

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree required: Engineering, Environmental Safety, Occupational Health, or related 
  • 8–12+ years total experience, including: 
    • Safety & compliance leadership
    • Heavy equipment / terminal maintenance 
  • 5+ years leadership experience managing teams 
  • Strong background in:
    • Maritime  / port / intermodal operations 
    • Regulatory compliance and audits
