Description

CSA is looking for a Site Manager to support a program at Kaiserlautern Germany.


The Site Managers, one at each at these sites, assist with exercise and training event planning, design, and evaluation using various Army and Joint Live, Virtual, Constructive, and Gaming capabilities provided via a network enclaves (e.g. Joint Land Component Constructive Training Capability (JLCCTC), JCATS, LOTS, Virtual Battle Space (VBS), etc.). The Spoke Site Manager supervises the setup, configuration, and use of Virtual, Constructive, and Gaming simulations, the integration of and training with mission command systems, the use of local and wide area network architectures to train and educate Soldiers, leaders, and military units. The Spoke Site Manager serves as the principal point of contact with the government site lead at the specific site for all requirements in the task order and the supervisor for contractor employees assigned to the site. The Site Manager also acts as the functional or technical expert and supports various tasks and deliverables as a “working Site Manager”. Locations include Grafenwöhr, Kaiserslautern and Hohenfels, Germany; Vicenza, Italy.

How Your Role Will Make an Impact:

  • Perform task order management at the spoke site, with full authority to act for the Contractor on all task order matters relating to daily operation of this task order
  • Manage the day-to-day workload for the team to ensure effective and efficient service is delivered
  • Work with Government Site Lead to execute requirements and contract deliverables while managing personnel across the project teams and functional areas
  • Work collaboratively and in concert with the PM, other contract Site Leads, and contract technical and functional support personnel at multiple locations to provide end-to-end technical and functional support for simulation and Mission Command Systems (MCS) supporting training events and exercises
  • Support as a system engineer or network engineer the installation, configuration, operation, and maintenance of constructive simulations, Virtual/Gaming-based simulations, database preparation and maintenance, scenario creation, simulation workstation operator training, network and system administration on simulation networks, and terrain, modeling and multi-media development
  • Support the installation, operation, and hardware/software maintenance for the JLCCTC and JLVC simulation federations.
  • Support set-up, transition, and break down for all simulation activities
  • Supervise contract staff to include surge support for all exercises and events. Tailor exercise support based on dynamic requirements and competing tasks.
  • Analyze hardware, software, scenario stimulation, data collection, and after action review (AAR) requirements necessary to meet JMSC, JMRC, and supported unit training objectives.
  • Responsible for technical operations, setup and tear down of servers, systems and integration tools; maintaining RMF compliance; providing input to exercise design and technical planning products.
  • Supports as needed other set-up, transition, and break down for all training and training support activities pertaining to this task order.
  • Participates in individual training, seminars, conferences, exercise/experiment planning events, site surveys, and exercise and training events and supports the planning and preparation processes and product development.
  • Augment other team members as required. 
Requirements

  • Clearance: Must possess and maintain a U.S. Secret security clearance
  • Education: A bachelor’s degree plus 3 years of recent related experience OR an associate’s degree plus 7 years of recent related experience OR a major certification plus 7 years of recent related experience OR 11 years of recent related experience.

What Sets You Apart:

  • Bachelor’s degree in Management, Business Administration, Computer Science, Mathematics, or related discipline. 11 years recent management of projects or programs of similar size, scope and complexity or similar experience may be substituted in lieu of a Bachelor’s degree.
  • Three (3) years of experience on a US Military staff (Battalion or higher).
  • Three (3) years of experience in the management of projects or programs of similar size, scope and complexity
  • Two (2) years of experience with military gaming and/or simulations, within the last five (5) years.
  • Knowledge of and experience with Army constructive models and simulations:
  • Experience controlling medium to large unit training events and operations of MTC or similar organizations
  • Experience with military training and training support at the Brigade or higher level.
  • Experience in operations and training requirements at Division or higher level.
  • Experience executing Mission Command training at battalion command level or higher
  • Knowledge of virtual training simulators, constructive simulations, and with Army Games for Training
  • Familiarity with Army Mission command Systems/platforms: BCCS, CPOF, DCGS-A, AMDWS, AFATDS
  • Experience leading teams responsible for Engineering, Operating, Protecting, Maintaining, and Defending (EOPM&D) Government Information Systems and associated network enclaves
  • Experience with project management
