Digital Consultants seeks a Program Manager to serve as the primary point of contact responsible for overall contract execution, operational oversight, personnel management, customer engagement, quality assurance, and delivery of enterprise-wide IT support services for AFOSI. The PM shall provide strategic leadership and day-to-day management of all contract activities supporting classified and unclassified IT environments across AFOSI’s global enterprise. The PM shall ensure all services are executed in accordance with contract requirements, cybersecurity standards, and mission priorities while maintaining continuous coordination with AFOSI leadership, stakeholders, and mission partners.
Duties to include:
- Provide overall leadership, direction, and management for all contract operations, personnel, subcontractors, and task execution activities.
- Serve as the primary liaison between the Contractor, Contracting Officer (CO), Contracting Officer Representative (COR), AFOSI leadership, and external mission partners.
- Manage contract performance across all functional service areas including cybersecurity, cloud operations, network engineering, systems administration, information technology service management (ITSM), application support, and project management support activities.
- Develop, maintain, and execute the Program Management Plan (PMP), staffing plans, schedules, risk management activities, quality control processes, and reporting requirements.
- Ensure timely submission of all deliverables, monthly status reports, trip reports, project closeout documentation, and performance metrics.
- Oversee staffing, recruitment, retention, and replacement activities to ensure uninterrupted support and compliance with contract staffing timelines.
- Lead program governance activities including status meetings, customer briefings, issue resolution, escalation management, and continuous process improvement initiatives.
- Ensure compliance with all applicable DoD, DAF, AFOSI, NIST, RMF, CMMC, ISO, and cybersecurity requirements.
- Monitor contract risks, staffing levels, operational performance, and service delivery effectiveness across all operating locations.
- Coordinate transition-in and transition-out activities to ensure seamless continuity of operations.
- Maintain oversight of quality assurance, service level compliance, configuration management, and operational readiness activities.
- Support executive-level communications, strategic planning, and enterprise IT modernization initiatives aligned with AFOSI mission priorities.
- Clearance: Active Top Secret security clearance required; SCI eligibility/access preferred.
- Certifications: IAT II certification is required. PMP (preferred), ITILv4 Foundation or higher (preferred), Security+, CISSP, or CISM (preferred)
- Education: Bachelor’s degree in Information Technology, Cybersecurity, Computer Science, Business Administration, Project Management, or related discipline; equivalent professional experience may be considered.
- Experience: Minimum of ten (10) years of experience managing large-scale IT operations, enterprise support services, or government IT programs within DoD or Federal environments.
- Minimum of five (5) years of experience managing geographically dispersed technical teams supporting classified and unclassified enterprise environments.
- Demonstrated experience managing programs involving cybersecurity, cloud operations, network engineering, systems administration, ITSM, and enterprise application support.
- Experience managing Agile and/or Waterfall projects, staffing plans, budgets, schedules, risks, and performance metrics.
- Physical Requirements: The candidate must be able to travel to other worksites as required and with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., moving a case of paper or similar task) that may occur occasionally.
