The Power BI Developer and Data Architect is a hybrid role combining technical development expertise with strategic architectural oversight. The primary focus will be creating high-quality, performant dashboards and reports, managing Power BI workspaces and applications, and delivering actionable insights to stakeholders. design, develop, and maintain enterprise business intelligence solutions using Microsoft Power BI's full stack—Power Query, DAX, M code, and data governance.
Core Responsibilities:
- Design, develop, and optimize Power BI semantic models, DAX measures, and high-impact dashboards and reports focused on Personnel/HR data and Air Force processes.
- Extract data from Air Force Business Intelligence systems related to Personnel Data.
- Administer Power BI workspaces, applications, Row-Level Security (RLS), and refresh schedules.
- Collaborate with HR and personnel stakeholders to gather requirements and translate complex business needs into intuitive, user-friendly reporting solutions.
- Monitor, troubleshoot, and optimize report and dashboard performance for reliability and speed.
- Develop and optimize DAX measures and Power Query (M) transformations to improve performance, scalability, and maintainability.
- Ensure data accuracy and integrity through rigorous testing and validation procedures.
- Collaborate with Oracle developers to ensure data warehousing and structures enable scalable, performant analytics solutions in Power BI.
- Conduct end-user training and support sessions to promote effective use of Power BI reports.
- Stay up to date with the latest Power BI features and recommend enhancements accordingly.
- Document reporting solutions, processes, and best practices for knowledge sharing.
Work Environment:
This position operates in a collaborative, team-oriented environment and plays a role in delivering high-quality reporting and advanced analytic solutions using Power BI. The Power BI Developer & Architect will partner closely with other IT professionals and business stakeholders to drive data strategy, enhance enterprise reporting, and support scalable application performance. They may contribute to multiple projects simultaneously, applying technical expertise to improve data quality, architecture, and access. Independent initiative is essential, as the role includes ownership of assigned tasks.
- Must be able to remain in a sitting / stationary position for more than 50% off the time.

The qualified candidate for this position will possess:
- 3+ years of experience with Power BI (Desktop + Service) including semantic models, DAX, Power Query, dashboards, and reports.
- Strong skills in converting complex reporting structures to data visualization, storytelling, and creating intuitive, user-friendly reports — especially in the context of HR and personnel metrics.
- Experience with Power BI Service administration (workspaces, apps, security/RLS, refreshes).
- Skilled in diagnosing performance issues, debugging BI components, and developing innovative analytics solutions that address business challenges
- Strong written and verbal communication skills to effectively collaborate with team members and stakeholders
- Ability to investigate and resolve data-related issues, navigating complex datasets to deliver timely and accurate responses to customer inquiries
- Strong analytical and logical thinking skills with an eye for detail to evaluate complex business scenarios, anticipate challenges, and develop technical strategies based on data-driven reasoning
- Familiarity with automated testing approaches for database transformations and Power BI datasets, including validation of calculations and business rules
- Working knowledge of data governance and security concepts, including data classification, PII handling, and access controls
- U.S. citizenship required; must be eligible for on-site work at Wright-Patterson Air Force Base and able to obtain/maintain a NACI clearance
Preferred Qualifications:
- A bachelor’s degree in computer science, Information Systems, Data Analytics or a related field
- Oracle SQL/PL/SQL skills, including the design, optimization, and troubleshooting of complex database transformations
- Perform performance tuning across both database and reporting layers, including query optimization and indexing strategies
- Experience designing and managing ETL processes
