SUMMARY 

The Plant Manager is responsible for overseeing the daily activities of the San Marcos surface water treatment plant, the San Marcos ground water system, and the GBRA IH 35 Treated Water Delivery System to produce potable water from surface and ground water sources at the required rate, based on demand by the City of San Marcos and customers of the GBRA IH35 Treated Water Delivery System that meets or exceeds the standards of the Safe Drinking Water Act, as enforced by the Texas Commission on Environmental Quality (TCEQ).


ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Manages operations to produce a product based on the demand of the City of San Marcos and customers of the IH 35 TWDS that meets or exceeds the standards of the Safe Drinking Water Act, as enforced by the Texas Commission on Environmental Quality. 
  • Ensures that contract-required reporting is completed to San Marcos and I-35 customers. 
  • Provides the leadership necessary to achieve the GBRA Strategic Plan goals. 
  • Optimizes the overall operation of the plants and pump stations, including setting the feed rates for all process chemicals to ensure the rates are matched to flow and water characteristics 
  • Oversees hiring, team development, performance assessment, and personnel decisions in accordance with GBRA policies, while recognizing employee contributions and recommending salary increases to support growth and retention.
  • Prepares and implements the annual budget and work plan 
  • Provides adequate training for personnel to include: 

o Schedule schools as detailed in the work plan. 

o Conduct training sessions as necessary. 

o Evaluate future training needs. 

  • Support safety initiatives as outlined in the GBRA safety policies. 
  • Prepares and/or supervises the preparation of all required reports, time sheets, and billings. 
  • Approves purchases as outlined in the budget and in accordance with the Procurement Procedure Policy. 
  • Communicates effectively and frequently with wholesale water customers. 
  • Supervises the overall preventive maintenance of the facilities. 
  • Manages and secures all property and equipment. 
  • Manages contractors and GBRA staff from other locations, assisting with electrical or maintenance work at the plant. 
  • Performs other duties and responsibilities as assigned. 
Requirements

KNOWLEDGE/SKILLS/ABILITIES 

  • Read analog and digital indicators. 
  • Read, understand, and explain safety data sheets, instructions, and labels, etc. 
  • Perform basic and advanced math skills. 
  • Respond to emergency situations promptly, with minimal delay. 
  • Effectively communicate with others orally and in writing, either individually or as a group. 
  • Operate a motor vehicle. 
  • Read, analyze, and interpret complex scientific and financial information.
  • Employ sound judgment; think logically and coherently, and employ deductive and inductive reasoning. 
  • Read and interpret mechanical drawings, construction plans, and record drawings to develop solutions for repairs to existing facilities and assist in the management of new construction as directed. 
  • Proficiency with Microsoft 365 and SCADA applications. 
  • Ability to do shift work, act alone, and continuously exercise sound judgment and vigilance. 
  • Familiarity with OSHA, EPA, TCEQ, and other safety and environmental regulations. 
  • Excellent presentation skills, both verbal and written. 
  • Must be a self-starter, self-organized, and detail-oriented. 
  • The permanent residence must be such that roadway travel time from home to the reporting station takes no more than 45 minutes. This response time must be achieved without violating traffic laws. 

EDUCATION/CERTIFICATIONS

Education:

  • Bachelor’s degree in environmental science, biology, chemistry, or two years of college with passing grades in biology and chemistry, and five years of water treatment experience, or ten years of experience in water treatment and 3 years of supervisory experience. 

Certifications/Licenses:

  • Valid Driver’s License. Acceptable MVR. Ability to remain insurable under GBRA’s vehicle liability policy. 
  • Must have a Class A water operator license with experience required. 

EXPERIENCE 

Must have three (3) years of supervisory experience in the water profession

Standard physical activity, such as periodic standing, walking, sitting, and basic motor skills to operate necessary computer programs. Wear personal protective equipment as outlined in the employee Safety Manual, such as a full-face respirator. Climb up and down vertical ladders up to twenty (20) feet. Lift loads up to fifty (50) pounds chest high. Operate large valves. Enter and work in confined spaces, as defined by OSHA. Perform basic first aid and CPR. Respond to visual and audible alarms. Accurately interpret true color. Walk several miles in a day. Occasional walking across terrains, primarily on GBRA-managed properties or sites. 


Employees must wear protective footwear in compliance with the ANSI or ASTM standard. New employees are provided with protective footwear. Replacement footwear is provided annually for qualifying employees. 


WORK ENVIRONMENT 

About 70 percent indoors and 30 percent outdoors. Work more than eight hours a day. Works with or is exposed to hazardous chemicals used in the treatment of water.

TRAVEL 

Personal transportation is required to the normal work site, where the employee will use GBRA-provided vehicles to perform duties. Overnight travel is primarily for meetings and training.
