Ares Enterprise is seeking a dedicated Program Manager to serve as the primary point of contact for the USDA Governance Services Division (GSD) Technical Services contract and is responsible for overall contract execution, staffing oversight, quality assurance, customer engagement, and performance management. The Program Manager oversees multiple functional workstreams including cybersecurity, IT investment management, communications, accessibility, and data management services. This position is responsible for managing schedules, deliverables, risks, stakeholder communications, and contract performance reporting.
Essential Duties and Responsibilities
- Manage overall contract performance and service delivery.
- Serve as primary liaison between USDA and contractor leadership.
- Oversee staffing, schedules, budgets, and contract deliverables.
- Conduct status meetings and executive briefings.
- Monitor contract risks and implement corrective actions.
- Ensure compliance with contract requirements, SLAs, and federal regulations.
- Review and approve project plans, reports, and deliverables.
- Manage subcontractor performance when applicable.
• Bachelor's degree in Business Administration, Information Technology, Project Management, Public Administration, or related field.
• Minimum 10 years of professional experience managing large-scale IT or federal programs.
• Minimum 5 years of experience managing federal government contracts.
• Must be able to obtain and maintain USDA Personal Identity Verification (PIV) credentials.
• Must successfully pass all required federal background investigations and suitability determinations.
Relevant Experience Requirements:
• Experience managing multi-disciplinary teams.
• Experience supporting federal agencies.
• Experience with contract performance management and reporting.
• Experience facilitating executive-level meetings and presentations.
• Knowledge of federal IT governance and program management practices.
Additional Eligibility Qualifications:
• PMP certification preferred.
• Ability to obtain and maintain USDA credentials and access requirements.
• Strong written and verbal communication skills.
• Experience with Microsoft Office and project management tools.
