The Federal Proposal Writer is responsible for developing high-quality, compliant, persuasive, and customer-focused written content for federal government proposals. This role translates technical, management, staffing, past performance, and corporate capability inputs into clear proposal narratives that are responsive to solicitation requirements, evaluation criteria, win themes, and client priorities. The Federal Proposal Writer works under the guidance of the Sr. Director of Proposal Management and collaborates closely with capture managers, subject matter experts (SMEs), technical leads, contracts, pricing, and proposal team members to produce compliant, compelling, and submission-ready proposal content.
- Collaborate on and write proposal content, including management approach, technical approach, staffing plans, past performance narratives, resumes, summaries and other proposal sections
- Ensure all content is compliant with RFP requirements, aligned to evaluation criteria, clear, concise and persuasive
- Participate in Storyboarding sessions, win theme development and proposal reviews (Pink, Red, Gold)
- Translate SME input into clear, compliant, evaluator-friendly, customer-focused and persuasive narratives
- Incorporate discriminators, proof points and win themes into proposals
- Conduct compliance checks and content gap analysis
- Maintain version control and incorporate feedback
- Ensure consistency across proposal volumes
- Develop outlines and annotated templates
- Contribute to content libraries
- Use artificial intelligence (AI) platforms and office-wide tools to support proposal development, compliance and colored reviews
- Support oral presentations
- Bachelor’s degree in Communications, English, Business, or related field
- 3+ years of federal proposal writing experience
- Experience supporting winning federal proposals
- Understanding FAR, compliance matrices, and proposal lifecycle
- Strong writing, editing, and analytical skills
- Ability to synthesize complex information
- Keen attention to detail and deadline management
- Must be punctual and meet deadlines, maintaining attendance standards and completing assignments on time.
Preferred Skills & Competencies:
- APMP certification preferred
- Experience with oral presentations
- Familiarity with SAM.gov and GSA
- Experience with proposal and AI tools
- Strong communication and strategic thinking skills
