Incumbent serves as Valuation Specialist-Quality Control for the Tippecanoe County Assessor’s Office, responsible for inspecting new and remodeled structures to ensure compliance with State and County assessing codes and collecting accurate assessing data.
DUTIES:
- Inspects new and remodeled structures before, during, and/or after construction. Determines comparison of single-property appraisal and mass appraisal, major steps of mass appraisal process, data requirements set by the International Association of Assessing Officials, market analysis, application of approaches to value, use of sales ratio studies, and valuation review of assessing techniques.
- Receives and investigates complaints of alleged assessing inaccuracies, including inspecting sites, taking photographs as appropriate, preparing reports, interpreting/explaining codes, and discussing/negotiating resolution.
- Sketches structures and improvements to proportion, inputs data, and maintains applicable records for purpose of mass appraisal.
- Re-inspects assessing error sites and mails correction notices.
- Assists other Department personnel as needed, such as filing, copying documents for public, and assisting with Inheritance Tax procedures.
- Periodically assists Federal, State, and Local officials with assessment related issues.
- Maintains current knowledge of applicable State and County codes by regularly reviewing/studying codes and standards, and periodically attending training sessions.
- Maintains and updates computer forms and files as needed.
- Testifies in legal proceedings regarding assessments as required.
- Performs related duties as assigned.
I. JOB REQUIREMENTS:
- High school diploma or GED. Possession of or ability to obtain Level III Certified Indiana Assessor/Appraiser within two (2) years of employment. Education and/or experience in various building trades preferred. Ability to retain certification while holding the Valuation Specialist-Quality Control position.
- Working knowledge of procedures and techniques required to estimate assessed value of improvements and market value improvements in property classes.
- Thorough knowledge of and ability to make practical application of ratio studies.
- Working knowledge of County geography and ability to understand and interpret detailed blue prints, specifications, and maps.
- Ability to perform arithmetic operations, including compiling and evaluating data, and taking action based on data analysis.
- Ability to properly analyze assessing data, process digital photographs, and perform data entry.
- Ability to operate standard office equipment, including computer, printer, typewriter, copier, calculator, fax machine, and telephone.
- Ability to effectively communicate orally and in writing with co-workers, other County departments, property owners/developers, contractors, utility companies, State and Federal officials, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
- Ability to provide public access to or maintain confidentiality of Department information and records according to State requirements.
- Ability to comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

II. DIFFICULTY OF WORK:
Incumbent uses a wide variety of laws, ordinances, rules, regulations, and professional knowledge to ensure new and existing structures within local jurisdiction are in compliance with standards of life safety and structure accessibility as determined by law. Considerable independent judgment is required in interpretation and enforcement of codes, and to properly resolve unique problems or situations.
III. RESPONSIBILITY:
Incumbent applies standardized Department policies and procedures to individual cases for which desired results are clearly specified. Incumbent refers unprecedented situations to supervisor. Work is periodically reviewed for technical accuracy and adherence to guidelines.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, property owners/developers, contractors, utility companies, State and Federal officials, and the public for purposes of exchanging information, interpreting and explaining policies, procedures, and codes, and negotiating resolution of code violations.
Incumbent reports directly to County Assessor.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in an office environment, outdoors, and in construction worksites, which may involve standing and walking at will, standing/walking for long periods, color and depth perception, pushing/pulling/lifting/carrying objects weighing less than 50 pounds, crouching/kneeling, reaching, and bending at waist. Duties may also involve walking on uneven terrain, crawling in small spaces, climbing ladders, working in high places, and exposure to inclement weather, extreme temperatures, traffic, and normal hazards associated with construction sites.
