Qualifications:
- Bachelor’s Degree in Computer Science, Information Systems, Computer Engineering, or a related field or equivalent work experience. (A Master’s degree is preferred.)
General Experience:
The proposed candidate must have at least seven (7) years of IT and business/industry work experience. This includes:
- 2+ years of practical application of FHIR standards, including resources, profiles, and implementation guides.
- 2+ years of experience with healthcare interoperability standards such as HL7 and CCDA.
- Experience with Object-Oriented programming, CI/CD principles, and version control tools (e.g., Git).
- Experience with cloud-based application integration options, including AWS and enterprise service bus (e.g., Mulesoft).
- Experience with SOAP/RESTful web services, JMS/EMS, and related integration technologies.
- Familiarity with networking, API security best practices, and automation tools such as Jenkins
Specialized Experience:
- Coaches and mentors junior technical staff and contributes technical input to high-impact IT decisions.
- Is accountable for the most complex enterprise-wide applications and integration efforts.
- Translates highly complex integration concepts for peers and customers, including HL7/FHIR healthcare data exchanges.
- Possesses in-depth knowledge of modern programming languages and object-oriented design, coding, testing, and debugging.
- Has domain experience in healthcare systems and interoperability.

Job Description:
- The Applications Development Expert provides design recommendations based on long-term IT organization strategy. The position shall use a variety of platforms to provide automated systems applications to customers. This individual will be viewed both internally and externally as a technical expert and critical technical resource across multiple disciplines.
Responsibilities Include:
- Developing enterprise-level applications and custom integration solutions including major enhancements and interfaces, functions, and features;
- Providing expertise regarding the integration of applications across the business;
- Determining specifications, then planning, designing, and developing the most complex and business-critical software solutions, utilizing appropriate software engineering processes (either individually or in concert with a project team);
- Assisting in the most difficult support problems;
- Developing programming and development standards and procedures as well as programming architectures for code reuse;
- Understanding and consistently applying the attributes and processes of current application development methodologies;
- Researching and maintaining knowledge in emerging technologies and their possible application to the business; and
- Acting as an internal consultant, advocate, mentor, and change agent
The Level 2 Systems Administrator shall possess the following capabilities:
- Serve as the FHIR API Lead, leveraging FHIR and HL7 standards to support CMS Interoperability Rule 0057-F and enable secure and efficient healthcare data exchange.
- Design and implement FHIR-based solutions to expose clinical and claims data via standardized APIs using cloud platforms such as AWS.
- Develop and maintain Enterprise Integration Architecture guidelines and policies, with emphasis on SOA (Service-Oriented Architecture) principles.
- Collaborate with developers to build mapping between source and target data formats, including database, flat files, X12, JSON, XML, HL7v2, and FHIR.
- Guide teams on application web service and API integration with a focus on scalability, performance, security, and reliability.
- Design reusable components, standards, frameworks, and processes to support enterprise-level application integration and web services.
- Ensure compliance with integration design standards, patterns, and best practices.
- Work with architects and developers to align integration solutions with enterprise architecture.
- Analyze, review, and recommend improvements to expand and mature enterprise application integration strategies.
- Support governance board activities by reviewing application integration changes and architectural decisions.
- Promote continuous improvement through evaluation of emerging technologies and interoperability standards.
- Participate in CI/CD pipeline development and automation, using tools like Git and Jenkins
