SUPERVISORY RESPONSIBILITY (IF APPLICABLE)

No direct supervisory responsibility. May provide coordination and technical support to consultants, interns, and implementing partners.  


PURPOSE OF THE ROLE  

The Program Officer (PO), UP for Change will work closely with the Program Director, US Programs and Program Manager, US Programs to provide technical, administrative, and managerial support to ensure the successful implementation of the Unique Perspectives (UP) for Change project. UP for Change is a multi-year project that seeks to promote more equitable, accessible, and inclusive educational practices for all learners by shifting decision-making power to young people with learning differences and their allies. Under the supervision of the Program Director or Manager, the PO will support the planning, execution, monitoring, and reporting of this youth-focused multi-country project, while maintaining close coordination with partners and stakeholders. This position will play a key role in delivering a high-quality program by coordinating logistics and providing direct services and programming for youth participants. Moreover, the PO will facilitate sessions and workshops with both youth participants and project stakeholders, provide support for contracts and consultancies, assist with activity design and implementation, collect and analyze data, and ensure timely and accurate reporting. The role requires strong organizational skills, attention to detail, facilitation experience, relationship-management skills, and a deep commitment to inclusive and accessible youth development. 


CORE JOB RESPONSIBILITIES

Program Design, Implementation, and Coordination  

· Assist the Program Director of US Programs and Program Manager of US Programs, in the successful design and implementation of the UP for Change project, to achieve its outputs and outcomes in accordance with funder expectations, rules and regulations, and its grant agreement, budget, and workplan. 

· Monitor program activities, identify challenges, and support timely resolution to keep projects on track.

· Support the coordination of consultants and vendors, including assisting in defining the scope of work, carrying out procurement, contracting, and payment processes, and reviewing deliverables.  

· Support the design, administration, and coordination of accessible and inclusive youth programming and project-stakeholder activities, workshops, and events, including facilitating and co-facilitating sessions in both English and Spanish and supporting the development and adaptation of project curricula, tools, and resources.

· Engage and support youth participants aged 14-25, grounded in Positive Youth Development (PYD) and Child Safeguarding principles and approaches.


Partner and Grant Management  

· Coordinate and oversee the development and processing of program grants to ensure their timely approval, processing, and payment, in accordance with the program budget and institutional policies. 

· Monitor grantee partner performance and compliance by reviewing project narratives and data reports, providing feedback, and ensuring proper record-keeping. 

· Support the cultivation and maintenance of partner relationships through effective coordination and communication.


Administrative & Financial Support

· Draft a scope of work (SoW) for consulting services and coordinate procurement processes with program and operations staff.

· Support budget monitoring and expense management in collaboration with finance staff.

· Assist in the preparation of budget forecasts, expense analyses, and financial documentation required by donors.

· Ensure the proper filing and maintenance of program documents in the organization’s systems, such as Salesforce and SharePoint.


MERL & Data Management

· Contribute to monitoring, evaluation, research, and learning (MERL) processes, providing data for decision-making and reporting.

· Collaborate with MERL staff to support data collection, validation, and reporting processes.  

· Enter and update project information and participant data in Salesforce and other knowledge and project management platforms as applicable. 

· Contribute to learning activities, including documentation of lessons learned, best practices, and success stories.  

· Support the preparation of high-quality donor reports, presentations, and internal learning products.  


Communication and Representation  

· Support the program's communication initiatives by gathering and developing content in close coordination with the Communications team and in alignment with donor regulations.  

· Participate in external meetings, partner convenings, and learning events as requested.  

· Support the organization's initiatives to amplify the voices of young people and document and share the program's impact internally and externally. 


Other Responsibilities  

· Perform other duties as assigned to support program quality and IYF’s mission.  


Requirements

REQUIRED QUALIFICATIONS 

· Bachelor’s degree in a relevant field (Education, Social Sciences, Economics, Public Policy, or related) or minimum 3 years of relevant experience in youth development, education, workforce development, or youth leadership/agency program implementation.

· Strong organizational, administrative, and program management skills with strong attention to detail.

· Ability to manage multiple priorities and deadlines in a remote environment.  

· Ability to work independently as well as to collaborate with a multi-cultural and multi-disciplinary team.

· Strong written and verbal communication skills in Spanish and English.  

· Advanced critical thinking and ability to identify and solve problems promptly.

· Ability to engage and meaningfully partner with youth from diverse backgrounds.

· A strong commitment to youth development, diversity, equity, inclusion, accessibility and child safeguarding.

· Experience with Microsoft Office.

· Experience in youth and/or adult facilitation.

· Flexibility to work evenings to facilitate youth programming activities and sessions. 

· Ability to travel to the U.S.

· Availability to travel up to 20% domestically, with occasional international travel.


PREFERRED QUALIFICATIONS

· Knowledge or experience in curriculum development or program design.

· Experience working with multi-country programs.

· Experience using Google G Suite, Canva, and video editing platforms. 

· Knowledge or experience in supporting individuals with learning differences.

470,000-500,000 MXN or 76,000,000-96,000,000 COP  gross annually
