Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Capital operational support services to Federal civilian and defense agencies, is seeking to hire a Senior Human Resources Specialist (Staffing & Recruitment) to support our clients within the Executive Office for United States Attorneys (EOUSA). This position is to be performed in a remote capacity. Candidates need to be agreeable to the possibility of the government returning staff on-site, potentially multiple days per pay period in the future. This position is contingent upon award.

Essential Duties and Responsibilities

  • Consult with managerial personnel to develop recruitment strategy based on broad knowledge of internal, external, and special hiring authorities. Conduct job analysis and develop specialized experience statements and assessment tools, which include specific descriptive requirements and responsibilities of positions. Recruitment from the general public (Delegated Examining) will be conducted by individual certified by the Office of Personnel Management to conduct Delegated Examining.
  • Use model assessment tools when appropriate.
  • Post vacancy announcements that include required information and elements.
  • Review candidates for eligibility, qualifications, and veteran preference and make proper annotations in the automated staffing system. Issue certificate of eligibles to management officials.
  • Conduct quality review of staffing case files prior to extension of an employment offer. Verify that candidate meets all eligibility and qualification requirements prior to appointment.
  • Other duties include: performing general, specialized or targeted outreach recruitment efforts; developing vacancy announcements using USA Staffing automated staffing tool for posting on USAJobs; responding to inquiries from supervisors and candidates; screening of applications to determine basic eligibility and qualifications, rating and ranking of applicants, coordinating rating panels; issuing certificates to include printing of candidate information when necessary; preparing notices of results to candidates; issuing certificate of eligibles, and drafting or assisting in the development of standard job aids in support of USA Staffing and USAHire and related staffing and recruitment services.
  • Performance shall be in accordance with DOJ and EOUSA policies, USA Staffing procedures, and applicable federal regulations, laws, and procedures.
  • All finished work products, including but not limited to position descriptions, job analysis documents and assessment tools, shall be the property of the government.
  • The contractor shall identify staff fully trained and qualified to perform federal position classification and staffing work. Vacancies open to the public under Delegated Examining will be performed by individuals with current Delegated Examining Certification from the Office of Personnel Management.


Requirements

Job Requirements and Experience

  • Shall have experience posting vacancy announcements utilizing USA Staffing and be familiar with USA Hire and other second-hurdle assessment options. 
  • Shall also be currently Delegated Examining (DE) certified and have a minimum of five. (5) years of Federal Government staffing experience.
  • Required to be able to obtain and maintain a Tier-4 Public Trust background investigation for the duration of the contract.

ADA Requirements

  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position. 
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.
