Position Summary

The Prevailing Wage Payroll Supervisor is responsible for overseeing the organization's prevailing wage compliance program across federal, state, and local government-funded construction projects. This role supervises the prevailing wage compliance team, ensures adherence to Davis-Bacon Act, state prevailing wage laws, certified payroll reporting requirements, and labor compliance regulations. The Supervisor partners with Payroll, Operations, Project Management, Legal, and Human Resources to minimize compliance risk while supporting successful project execution.

  • Supervise the day-to-day operations of the prevailing wage compliance team.
  • Ensure compliance with the Davis-Bacon Act, Service Contract Act, state prevailing wage laws, and local labor compliance requirements.
  • Interpret wage determinations, labor classifications, fringe benefit requirements, and apprenticeship standards.
  • Monitor changing labor regulations and implement updates to company practices.
  • Serve as the subject matter expert on prevailing wage and labor compliance matters.
  • Oversee the preparation, review, and submission of certified payroll reports.
  • Ensure payroll records accurately reflect employee classifications, wage rates, fringe benefits, and hours worked.
  • Review and approve Statement of Compliance certifications.
  • Supervise, coach, and develop Prevailing Wage Analysts and Compliance Specialists.
  • Establish departmental goals and performance expectations.
  • Provide training on prevailing wage laws, certified payroll requirements, and internal procedures.
  • Manage workload distribution to ensure timely project support.
  • Coordinate responses to federal, state, local, and customer labor compliance audits.
  • Conduct internal audits to identify compliance risks and implement corrective actions.
  • Resolve payroll discrepancies and employee wage concerns.
  • Maintain complete audit documentation and supporting records.
  • Partner with Payroll to ensure accurate wage calculations and fringe benefit administration.
  • Work closely with Project Managers to determine proper employee classifications.
  • Support Legal and Operations during investigations, disputes, and government inquiries.
  • Develop and maintain prevailing wage policies and standard operating procedures.
  • Identify opportunities to improve payroll compliance systems and reporting processes.
  • Assist with implementation and optimization of payroll and compliance software.
  • Develop dashboards and reporting metrics for leadership.
  • Other duties as assigned.
Requirements

Qualifications

Required

  • Business Administration, Accounting, Construction Management, or related field (or equivalent experience).
  • 5–8 years of prevailing wage or certified payroll experience.
  • 2–3 years of supervisory or team leadership experience.
  • Strong knowledge of:
  • Davis-Bacon Act

  • Fringe Benefit Administration
  • Wage Determinations
  • Labor Classifications
  • Experience with payroll systems such as ADP, Workday, UKG, Oracle, or similar platforms.
  • Advanced proficiency with Microsoft Excel.
