Basic Functions and Scope of Job:
The purpose of the Director of Human Resources is to serves as the department head of Human Resources, serves as a strategic HR partner to Modula senior leaders and HR team. This position oversees Modula’s organization design, employee engagement, employee development, recruitment, employment retention, performance management, employee support, job evaluation, benefits administration, training, compliance with regulatory agencies, and special projects.
Key Responsibilities and Accountabilities:
- Oversee all HR initiatives, systems, and tactics
- Supervise the work of HR personnel and provide guidance
- HR Administration & Payroll Governance
- Oversee and ensure the accuracy, timeliness, and compliance of all payroll processes, including coordination with internal teams and external providers
- Compliance, Reporting & Data Accuracy
- Ensure timely and accurate preparation and submission of HR reports and data to Headquarters in line with the company’s Staff Involvement Policy and corporate requirements
- Guarantee consistency, accuracy, and integrity of all HR data provided to corporate stakeholders, aligning local reporting practices with global standards
- Act as the primary point of contact for Headquarters on HR data requests, audits, and reporting activities, ensuring transparency and reliability of information
- Develop plans for a variety of HR matters such as compensation, benefits, wellness
- Work with Modula leadership to develop initiatives and action plans to increase employee engagement and retention
- Act to support the human factor in the company by devising strategies for performance evaluation, staffing, training, development, etc.
- Support the development of an environment which supports employee and organizational growth
- Provide guidance on employee relations matters and all areas affecting employee morale
- Monitor adherence to internal policies and legal standards
- Resolve grievances and violations invoking disciplinary action when required
- Foster strong communications focused on continually improving organizational culture
- Elevate the quality and accountability of goal setting, development, and performance discussions
- Lead talent reviews and succession planning activities for client groups
- Maintain knowledge of HR legal requirements, reducing legal risks, and ensuring regulatory compliance
- Coordinate with attorney vendors regarding immigration/visas, litigation, and all other general legal matters regarding employment
- Supervise and manage payroll administration such as reports, processes, and distributes employee pay, salaries, bonuses and or commissions based on time worked, performance or other relevant factors. Processes deductions such as federal and/or state taxes, Social Security contributions and other withholdings or deductions from employee earnings. Ensures compliance with applicable payroll rules and requirements. Maintains accurate payroll data and records and reconciles payroll data if necessary. Prepares payroll reports for management or government agencies and addresses any payroll-related inquiries or issues from employees.

This role is pivotal in supporting Human Resources efforts. The individual in this position must have a high degree of integrity, resourcefulness, and professionalism in working with colleagues and clients. Relationship building, client service, and the ability to follow up in a timely manner are critical for success. The ideal candidate will have relative experience, excellent communication and time management skills, and manufacturing aptitude.
- A minimum of five (5) years of related Human Resources experience in a manufacturing environment, including experience as a People Leader/Management
- A minimum education of a bachelor’s degree in Human Resources, Business Administrations, or other related fields preferred
- Experience in Data Analytics (Excel, HRIS, etc.)
- Experience supporting manufacturing site(s)
- Experience leading change management
- Experience working in a multi-shift, multi-location environment a plus
- Functional and practical computer proficiency with MS Windows and MS Office applications is essential
