Imperial Beach Community Clinic (IBCC) is a Federally Qualified Health Center (FQHC) dedicated to providing high-quality, compassionate healthcare services to all members of our community regardless of their ability to pay. Our services include primary care, pediatrics, women's health, dental, behavioral health, nutrition, podiatry, substance use treatment, HIV/STD testing, and community outreach programs.
We are seeking a motivated, resourceful, and highly organized Human Resources Generalist to join our growing team. This is an excellent opportunity for an HR professional who enjoys managing a variety of HR functions while supporting employees and leaders in a fast-paced healthcare environment.
Reporting directly to the Director of Human Resources, the Human Resources Generalist will support recruitment, onboarding, benefits administration, leave management, workers' compensation administration, HR compliance, HRIS administration, employee records management, and offboarding processes.
Complex employee relations investigations, disciplinary matters, and employee complaints are managed by the Director of Human Resources, allowing this position to focus on operational excellence and employee support.
Essential Responsibilities
Recruitment & Onboarding
- Coordinate recruitment activities from job posting through onboarding.
- Schedule interviews and coordinate hiring activities with managers.
- Conduct new hire orientation and onboarding activities.
- Ensure timely completion of employment documentation and compliance requirements.
- Coordinate onboarding logistics with departments and support services.
Employee Support
- Respond to employee and manager inquiries regarding benefits, policies, leave programs, payroll-related processes, and employee handbook provisions.
- Provide exceptional customer service while maintaining confidentiality.
- Assist with employee communications, HR initiatives, and departmental projects.
- Escalate employee complaints and sensitive employee relations matters to the Director of Human Resources.
Benefits, Leave & Workers' Compensation Administration
- Administer employee benefit enrollments and qualifying life event changes.
- Coordinate annual open enrollment activities.
- Process and track FMLA, CFRA, Pregnancy Disability Leave, and other leave requests.
- Coordinate workers' compensation, claim administration and documentation.
- Track return-to-work documentation and employees leave records.
Offboarding & Separation Administration
- Coordinate administrative aspects of employee separations.
- Prepare separation and termination documentation.
- Process final paycheck requests in compliance with California law.
- Coordinate COBRA notifications and benefits termination processes.
- Assist with unemployment claim documentation.
- Coordinate return of equipment, badges, and system access removal.
HR Compliance & Administration
- Maintain HRIS data and employee personnel records.
- Process employee status changes including promotions, transfers, compensation changes, and separations.
- Prepare employment verification letters and HR correspondence.
- Maintain compliance documentation and assist with audits and accreditation surveys.
- Generate HR reports and workforce metrics as requested.
Salary: DOE-Range: $62,962.00 - $77,878.49
Qualifications
Education
Bachelor's Degree required in Human Resources, Business Administration, Healthcare Administration, Organizational Development, Public Administration, Psychology or a related field.
Experience
- Minimum of 3-5 years of Human Resources Generalist experience required.
- Experience in:
- Recruitment and onboarding
- Benefits administration
- Leave administration (FMLA/CFRA)
- Workers' compensation administration
- HR compliance and recordkeeping
- HRIS administration
- Offboarding and separation administration
- Experience interpreting and explaining HR policies and employee handbook provisions.
- Experience in healthcare, community health centers, nonprofit organizations, or multi-site operations preferred.
Preferred Qualifications
- SHRM-CP or PHR certification preferred.
- Bilingual English/Spanish preferred.
- Experience with Paylocity preferred.
- FQHC or healthcare experience preferred.
