General Description
The Vocational Rehabilitation Counselor will utilize a trauma informed approach to complete the Substance Use Disorder Vocational Rehabilitation Readiness Assessment for each participant upon intake and completion of programming. VRC will provide individualized vocational counseling to each client in a one-on-one setting as well as provide quarterly workshops on varying topics. VRC will develop strong partnerships with other local community agencies as well as employers. VRC will provide ongoing support to each participant while securing employment as well as for six months thereafter. This position requires flexibility, excellent communication skills, and a client-centered approach to ensure that all participants are treated with dignity and respect.
Essential Duties and Responsibilities
- Provide ongoing outreach efforts to secure eligible program participants across the Southern Tier.
- Complete an employment readiness assessment for each participant to identify strengths, barriers, and interests.
- Facilitate quarterly structured skill-building workshops with topics such as job readiness, interviewing for success, and employment retention skills.
- Assess for needs and provide employment stipend when appropriate.
- Provide one-on-one career counseling and skill-building support.
- Complete referrals and coordinate with community partners when needed to provide additional support.
- Assist each participant with resume development.
- Utilize EHR Welligent for all participant data and progress note storage.
- Engage local employers who have jobsites across the Southern Tier to understand their hiring needs and help to apply effective workforce development strategies.
- Provide ongoing contact and support with each participant for a minimum of six months following successful job placement.
- Complies with all OASAS regulations.
- Understands the contract between CCSL and NYS OASAS
- Attend monthly program meetings to review and track progress and troubleshoot barriers.
- Attends CCSL staff meetings, and other required meetings.
- Attends CCSL functions as appropriate.
- Complete all required training as outlined by the program and CCSL.
- Ensures that all CCSL clients are treated with dignity and respect, always upholding their confidentiality.
- Completes other duties as assigned.

Qualifications
Education: Master’s degree required in vocational rehabilitation counseling or a related human services field.
Credentials: CRC, CASAC, LMSW, LMHC, LCSW, Access-VR Certified Counselor status, or other OASAS- or NYSED-recognized credentials preferred. Possession of a valid NYS Driver’s license and a driver's record considered acceptable by agency and insurance carrier
Experience: Minimum of 2 years’ related experience. Relevant years of experience and education will be considered

- Excellent verbal/written communication skills
- Ability to work in the following software programs: Windows, Microsoft Office, and multiple online software platforms as required by funders and partner organizations
- Ability to maintain confidentiality and handle confidential information with discretion
- Ability to demonstrate behaviors and attitudes which support organizational mission, philosophy, and policies
- Ability to work in a cooperative and helpful manner with all individuals
- Willingness and ability to foster agency and program wide cooperation and teamwork through use of positive/constructive communication techniques
- Continuous use of a reliable, registered and insured vehicle.
- Demonstrate full adherence to the Code of Conduct and all policies/procedures related to compliance and ethical business practices.
