About the Role:   

The PMO Lead serves as the central operational and strategic leader for the Enterprise IT Program Management Office supporting a large, multi-division IT organization. This role oversees all project intake, prioritization, governance coordination, reporting, and execution tracking across approximately 140+ active IT projects spanning infrastructure, development, security, end-user services, and business operations. 

The PMO Lead ensures data transparency, operational discipline, and executive visibility, enabling the CIO and division leaders to make informed decisions, prioritize work, and maintain alignment with organizational mission and strategic goals. This role requires a high-capacity, proactive leader who can establish structure, enforce standards, and drive accountability across all divisions. 

Roles & Responsibilities:  

  • Own the end-to-end project lifecycle from intake, to triage, to Change Advisory group, to governance, to PM assignment, to execution, and lastly, reporting. 
  • Serve as the primary orchestrator across all divisions (Infrastructure, Development, EUS, Security, PMO, Business Management), ensuring that every project is properly documented, approved, staffed, and tracked. 
  • Partner with CIO to prioritize all IT work, using structured scoring models (mission criticality, urgency, security impact, cost, strategic alignment). 
  • Ensure PMs are engaged early in change management stages to prevent late-stage requirement gaps. 
  • Maintain real-time visibility into all active projects, including milestones, risks, dependencies, blockers, and resource constraints. 
  • Manage PM staffing and assignments across the entire portfolio, ensuring balanced workload distribution and coverage for all divisions. 
  • Track cross-division dependencies and ensure no team is surprised by changes affecting their work. 
  • Produce all CIO-level reporting, including: Weekly SigActs (Significant Activities), Monthly IPR (In-Progress Review), Quarterly accomplishments, ELT (Executive Leadership Team) briefing slides, Division-level dashboards, Project health summaries, etc. 
  • Build and maintain dashboards, SharePoint repositories, and ServiceNow PMO data feeds to provide leadership with real-time visibility. 
  • Establish a single source of truth for all PMO data, replacing spreadsheets and fragmented tools. 
  • Establish and enforce PMO standards for intake, documentation, requirements, project setup, and reporting. 
  • Partner with Change Management to align governance, NPE (New Product Evaluation), IMAG (Information Management Advisory Group), and PMO processes. 
  • Define and maintain SOPs for PMO operations, ensuring consistency across all PMs and divisions. 
  • Drive the adoption of the ServiceNow PM module to centralize project tracking and eliminate manual work. 
  • Ensure all approved projects have complete requirements, proper documentation, and clear handoff to technical teams. 
  • Identify systemic risks across divisions (capacity gaps, intake issues, documentation gaps, and late PM engagement). 
  • Recommend and implement improvements to reduce manual work, increase visibility, and improve throughput. 
  • Ensure continuity of operations when PMs depart or projects require reassignment. 

Required Professional Skills: 

  • 10+ years of IT project/program management experience in complex, multi-division environments. 
  • 5+ years leading PMO operations or enterprise-level project portfolios. 
  • Strong expertise in project intake, governance, prioritization, and portfolio management. 
  • Experience managing 100+ active projects with distributed PM teams. 
  • Strong proficiency with Power BI, SharePoint, ServiceNow, Smartsheet, or similar tools. 
  • Exceptional communication skills with ability to brief CIO-level leadership. 
  • Proven ability to establish structure, enforce standards, and drive accountability. 
  • Experience coordinating across infrastructure, development, security, and end-user support teams. 

Preferred Professional Skills:  

  • PMP, PgMP, or ITIL certification. 
  • Experience modernizing PMO operations and implementing enterprise PM tools. 
  • Experience in federal environments. 
  • Strong analytical skills with the ability to build scoring models and prioritization frameworks.

Education/Experience Requirements:  

  • 10+ years of IT project/program management experience in complex, multi-division environments. 
  • 5+ years leading PMO operations or enterprise-level project portfolios.
